Bush's America opposes verifiable ban on nuclear fission: In 2005, Mohammad El Baradei was awarded the Nobel Peace Prize for his outstanding work in the international control of nuclear weapons. In 2003, El Baradei had proposed a verifiable ban on the production of weapons grade fissile material - a positive move that would severely limit the proliferation of nuclear weapons.

El Baradei's proposal would monitor all nuclear fission and guarantee that non-nuclear weapons states would be able to obtain adequate supplies for their non-military usage of enriched plutonium.

One nation has publicly accepted El Baradei's proposal, Iran.

Recast as an apparent suicide, his death strikingly parallels that of John A. Paisley, a former high-level CIA employee. In 1978, Paisley disappeared while sailing across the bay. His body was found with a fatal gunshot wound a week later near Solomons Island in what was ruled a suicide.

The loss also recalls the death of former CIA director William E. Colby, who died from drowning and exposure in 1996 after apparently falling from a canoe off Charles County. His body was recovered more than a week later, and authorities said he probably had a stroke or heart attack before the accident.

The cable, signed by the US ambassador Zalmay Khalilzad and sent to the State Department in Washington on 6 June, is wholly at odds with the optimistic account of developments given by President George Bush and Tony Blair in their recent visits to Iraq.

Iraqis employed by the US embassy live in fear that other Iraqis will find out who they are working for. "We have begun shredding documents printed out that show local staff surnames," the cable says. "In March a few staff approached us to ask what provisions would we make for them if we evacuate."
