"A former Iraqi defence minister whose 10 months in office coincided with the disappearance of more than $800m (£400m) from the ministry’s coffers is living openly in Amman and London despite a warrant for his arrest.
Hazem Shaalan, a small businessman in London until Saddam Hussein was ousted in 2003, rose in a year to one of the most important jobs in the interim government that ran Iraq from 2004 to 2005.
He left Baghdad before the next government discovered that a fortune had been looted from his ministry’s account in what one senior investigator has called “one of the largest thefts in history” (emphasis added).
The missing money was part of $8.8 billion of shrink-wrap-ped American cash that was flown into Iraq after Saddam fell but which is now unaccounted for. It is the subject of a congressional inquiry in Washington amid growing demands by Democrats to identify those responsible.

Hazim Shaalan was Minister of Defence during Allawi's government and his misdeeds were uncovered during Jaafari government. You seem to forget that in your persistent attacks on Maliki's government which is headed by Dawa as well.

I guess your intense dislike for the Shii - led government is not allowing a full presentation of the facts lumping them all together. According to recent analyses,Allawi is once again being groomed for a come back. I,therefore,suggest that you save this one for that day as it does not stick here! {Yaani datkhabbus yimna wuyisra}

Those providing you with the so called "documents" must have good friends some where high, or are good at forgeries.However,their grammar is quite weak unfortunatly.. Alot of the names I read in the excell sheet on Badr are from the South. I suppose that he has reserved a place for himslef in heaven, also.

My dislike is not the Shi'a, as you well know after 60 years of friendship, but rather the American occupiers, the mercenaries and the Iranian insidious interference in Iraq's affairs.

Now why am I rather surprised by your defence of Al-Jafari? Perhaps because you have not yet been his guest in his multi million pounds buildings that he recently bought in London; from his salary, of course.

U.S. Expects Iraq Prison Growth: ... [T]e effort "to expand the U.S. capacity for detention" in Iraq was one reason 2,200 U.S. Army military police personnel are part of the troop increase in Iraq.

The Camp Cropper contract proposal ... underscores the detainee increase and offers insight into U.S. detention practices in Iraq -- including a ban against hiring local staffers and an emphasis on meal practices sensitive to local traditions.

According to the food contract, local Iraqis and Iraqi companies are prohibited from preparing and serving food for the detainees. Neither the U.S. government nor Iraqi government "presently has a vetting process which would accommodate Iraqi employees while ensuring adequate security," according to the contract proposal.

Instead, the cont[r]actor is to use "expatriates and third-country nationals." Any third-country nationals hired must live in trailers or tents provided by the contractor on a U.S. military base near the food facility. ...

The Iraqi guards at the facility are employees of Iraq's Ministry of Justice, which supposedly vets them. Nonetheless, while working at the Camp Cropper detention facility, the guards must be matched with U.S. soldiers, escorted by U.S. units as they travel to and from work, and housed in a compound on the base guarded by U.S. forces, ...

However, the guards receive some benefits: Their meals on the base include a wider selection of food and "shall consist of 25% larger portions" than detainees' meals, according to the contract.

All food consumed at the Camp Cropper prison must be purchased outside Iraq and convoyed into the country by either U.S. or Iraqi military forces, according to the contract. That is because food vendors must be inspected by U.S. officials and "currently there are no Iraqi-approved sources for food contracts," ...

The Camp Cropper proposal requires the contractor to provide three meals a day for up to 5,000 detainees and 600 Iraqi correctional officers, some of whom are still in training. The meals provided detainees and guards "shall comply with traditional Muslim ethnic meals and traditions," according to the contract. Detainee meals must be prepared using "a chef experienced with Iraqi culture."

For detainees, the only eating utensil is to be a disposable "spork" -- a spoon with short teeth in the middle that serves as a fork. As a result, all meat, fish and chicken served must have bones removed, according to the contract.

Max Fuller, Silence of the Lambs? Proof of US orchestration of Death Squads Killings in Iraq: Probably everyone remembers the discovery of the Jadiriyah detention facility in November 2005. US troops were reported to have uncovered the prison in their hunt for a missing person, only to discover some 170 detainees in horrific conditions, many of them clearly the victims of obscene tortures. Although it was admitted that the facility belonged to the interior ministry and that the detainees were held by a secretive interior ministry force known as the Special Investigations Unit, the story was quickly shuffled away as yet another example of the work of Shiite militiamen, in this instance, as was the vogue at that time, the Badr Brigade[i]. Myriad promises were forthcoming both from the US and Iraqi governments that investigations would be rapidly carried out and better supervision would in future be applied to Iraqi-run detention facilities (for instance the Iraqi government assured the world that a ministerial level investigation would rapidly be carried out, while US officials promised a legal team to go through the detainees’ files and a US embassy spokesman stated that Justice Department and FBI officers would provide technical assistance).

Of course the Americans have always been aware of the existence of this and other horrific dungeons within Interior Ministry facilities. How could they not be? They set them up and continue to operate from the same facilities! ...

[I]t is absolutely beholden on every decently minded individual as well as every organisation that opposes the illegal occupation of Iraq to demand the truth and bring an end to this monstrous culture of impunity. Jean Paul Sartre noted that the American assault on Vietnam was not only an attack against that nation, but an act of violence directed against the whole of humanity. If we are to have any hope of rescuing our own collective humanity, we must raise our voices to bring an end to the screaming from Iraq.

Two important notes

Note 1: On Sectarianism


The cherished western mainstream media notion, undoubtedly nurtured by false flag covert warfare and so-called psyops, that Iraq has fragmented into a state of intercommunal sectarian civil war is the biggest single impediment to understanding the role of the Anglo-US Occupation in the thousands upon thousands of extrajudicial killings taking place in Iraq.

Of course, given the scale of the abuse (flayings, burnings, drillings etc) and the proximity of the perpetrators to the Iraqi government (by dint of working for the Interior Ministry as well as by any possible Badr-SCIRI links) and to the US occupation which had, after all, established them (as numerous reports have amply documented, eg Knight Ridder, 9 May 2005), such investigations were grossly less than what was urgently required – a full and public criminal investigation by independent international agencies. In the event, even these limited promises came to nothing, as the UN Human Rights Office in Iraq recently highlighted. What we have actually seen is neither investigation nor prosecutions, despite the fact that Jadiriyah lies at the heart of the state of fear that Iraq undeniably now is.

Note 2: On Genocide

The distinguished dissident academic Edward Herman, recently wrote a paper entitled Iraq: the Genocide Option in which he argued that the US war in Iraq threatened to become genocidal. He was quite right to point to genocide. With credible figures of over one million Iraqi casualties, another three to four million displaced internally and externally, the total collapse of civic infrastructure and the imminent threat of political disintegration, there must already be a very real question as to whether Iraq continues to exist as a viable nation. To fully substantiate the charge, the only question technically remains establishing intent, although I believe that too is perfectly possible when we consider the statements on partition made by the likes of Leslie Gelb (New York Times 25 November 2003, 1 May 2006).

In Iraq (with its much smaller population) the US has already matched in scale the violence perpetrated on Vietnam and the war goes on, although there is little indication that it has given up its economic interests. Undoubtedly a very great part of this violence is conducted directly by US forces (the extremely credible Lancet study suggests from 30-40%), but, despite surges, that proportion appears to be falling. That leaves perhaps as many as 500,000 violent deaths unattributed to Coalition military action. Herman states that some of these would belong to the Salvador Option, while the bulk of the others would fall into the pattern that he explicitly describes as large-scale communal civil war manipulated by the US. I think it is vital that we all remember that this inter-communal sectarian warfare still consists of anonymous bombs that target the Shia and which most Iraqis for good reason believe are the work of the occupation and sectarian killings of Sunnis by members of the security forces – along with academics, engineers, lawyers, trade unionists, imams, doctors, teachers and other state functionaries by paramilitary forces operating from the Ministry of the Interior[iii]. This is indeed the application of the Salvador Option and it contributes an essential part of the ongoing genocide in Iraq.

[T]he picture that emerges is of a long-standing plan by the Israeli army, approved by senior US officials, for a rapid war against Lebanon -- followed by possible intimidatory strikes against Syria -- using the pretext of a cross-border incident involving Hizbullah. The real purpose, we can surmise, was to weaken what are seen by Israel and the US to be Tehran’s allies before an attack on Iran itself.

That was why neither the Americans nor Israel wanted, or appear still to want, to negotiate with Assad over the Golan and seek a peace agreement that could -- for once -- change the map of the Middle East for the better.

There is one aspect to this whole unlikely scenario that confuses me, but I have yet to read where anyone else has picked up on the quandary. Abdel-Rahman is asking for "political asylum" in Great Britain. Political asylum is usually requested by citizens of countries in which they are not allowed political, social or religious rights that other citizens enjoy. Abdel-Rahman is a product of the quisling Iraqi government. He was right in the middle of all the shenanigans and violence the stooges have thrust on Iraq. Why is he asking for "political asylum" when he was a mainstream player in current Iraqi politics?

Israeli admits beating rabbi for attending Holocaust conference in Iran: "We gave him a good beating, the kind we haven't given out for a long time," Maariv quoted Meshi-Zahav as saying, adding that others in the crowd joined in the attack shouting "go to Ahmadinejad" before Friedman was aided by local policemen.

Police confirmed responding to the incident but did not report any arrests.

Friedman is associated with, but not a member of Neturei Karta, a small, fiercely anti-Zionist sect that opposes the drive to establish the state of Israel, believing only the Messiah could do that.

Friedman's children were expelled from a Jewish school in Vienna because he attended the Tehran conference. He said Wednesday that an Austrian court had ruled that they be allowed to return to the school.

Bush, however, isn't worried about anything. Nothing embarrasses him. No disgrace creates the sort of public demand that might force Congress to end the war. The Libby trial reveals that the president's Svengali, Dick Cheney, stopped at nothing to conceal the administration's lies about the war, yet more American troops keep being sent over to fight it. The scandal at Walter Reed Hospital reveals that maimed US veterans of the war have been treated with near-indifference, but Bush keeps ordering more healthy soldiers into harm's way for his lost cause.

Nothing shames him, nothing even cramps his style. It's as if one pathetic excuse for a responsible decision-maker is leading 300 million Americans around by the nose. And that is about what's happening.

Greg Mitchell, Gen. Petraeus and a High-Profile Suicide in Iraq: Col. Ted Westhusing, a West Point scholar, put a bullet in his head in Iraq after reporting widespread corruption. His suicide note -- complaining about human rights abuses and other crimes -- was addressed to his two commanders, including Gen. David Petraeus, now leader of the U.S. "surge" effort in Iraq. It urged them to "Reevaluate yourselves....You are not what you think you are and I know it."

Israel lobby's AIPAC summit included 'adoration for Cheney': "AIPAC's three-day summit included fiery evangelical oratory, adoration for Dick Cheney -- and new plans for going after Iran," reports Gregory Levey for Salon.

According to Levey, Hagee proclaimed that "the sleeping giant of Christian Zionism has awoken!" to a mostly Jewish, "electrified" crowd that "roared in support, pounding on the tables." Hagee, Levey continues, described the United Nations as a "political brothel, and asserted that Israel must never give up land."

AIPAC, writes Levey, "has been highly successful in building strong relationships with both U.S. political parties." He notes that the 2007 conference featured a Who's Who of Americans: "Everyone from Vice President Dick Cheney to Hillary Clinton and Barack Obama (and other 2008 presidential contenders), as well as former CIA director James Woolsey. ... Leaders from Congress were there, as were numerous officials from the State Department and White House."

Levey notes that a bipartisan spirit permeated the conference. "Even if Democrats and Republicans bicker on every other issue," he writes, "AIPAC leaders seemed constantly eager to stress that one thing on which the parties can come together is unswerving devotion to Israel." To that end, both House Speaker Nancy Pelosi (D-CA) and Minority Leader John Boehner (R-OH) made appearances.

When the thousands of lobbyists descended on Capitol Hill, they were greeted by nearly every U.S. senator and more than half the members of the House of Representatives -- approximately 500 meetings were held between AIPAC representatives and members of Congress on Tuesday alone. In addition to pushing for the sanctions plan, the goal was to showcase the strength of AIPAC and establish more ties for future communication and lobbying.

The AIPAC activists were aided in their mission by some members of Congress themselves, who advised them how to reach out to their colleagues. "Our commitment to Israel defines us as a nation," said Republican Norm Coleman of Minnesota, a member of the Senate Foreign Relations Committee, adding that the AIPAC lobbyists "help make sure that we don't forget."
