While fully appreciating the moral truth of your comment (above) I have to acknowledge how glad I am never to have found myself in a position such as that of the sheik. The "choices" available to Iraqis - and many other similarly placed all over the world - are, too often, only among the "lesser of the evils". What each of us will do to survive, or to triumph over evil, remains a mystery until such time as we actually are tested. The truly terrible (and, in my opinion, unpardonable) evil is that committed by those who make others beg to survive.

Iraq sees need for foreign troops for 10 years: The United States now has about 155,000 troops in Iraq, formally operating under a U.N. Security Council mandate enacted after the U.S.-led invasion in 2003.

Iraq has asked the Security Council to extend the mandate for what it says will be a final year to the end of 2008, and conditions for U.S. troops to stay on beyond that date are to be negotiated in the next few months.

The President’s Coming-Out Party: This has been an important week in the torture debate in America. It has been the week of the President’s coming-out party. Up until this point, torture has been something that “a few rotten apples” do. When evidence of it erupted in the media, a few grunts were quickly rounded up and scapegoated. Never officers, mind you—after all, they generally knew where the orders came from, and if you prosecuted them, they might just tell.

But this week, a CIA agent, John Kiriakou, appeared, first on ABC News and then in an interview with NBC’s Matt Lauer, and explained just how the system works. When we want to torture someone (and it is torture he said, no one involved with these techniques would ever think anything different), we have to write it up. The team leader of the torture team proposes what torture techniques will be used and when. He sends it to the Deputy Chief of Operations at the CIA. And there it is reviewed by the hierarchy of the Company. Then the proposal is passed to the Justice Department to be reviewed, blessed, and it is passed to the National Security Council in the White House, to be reviewed and approved. The NSC is chaired, of course, by George W. Bush, whose personal authority is invoked for each and every instance of torture authorized. And, according to Kiriakou as well as others, Bush’s answer is never “no.” He has never found a case where he didn’t find torture was appropriate. Here’s a key piece of the Kiriakou statement:

KIRIAKOU: Absolutely, this isn’t something done willy nilly. It’s not something that an agency officer just wakes up in the morning and decides he’s going to carry out an enhanced technique on a prisoner. This was a policy made at the White House, with concurrence from the National Security Council and Justice Department.

So now the process can be fully diagrammed, and the cast of characters is stunning.

The torture system involves the operations division of the CIA on the implementation side. They rely heavily on contractors, it seems, in torturing people. And a special role is apparently played by a couple of psychologists. (Time used to be that healthcare professionals had an oath. It started “first, do no harm.” But, just like the Bible and the Constitution, that’s so pre-9/11. And with the American Psychological Association providing full cover, what’s the worry.)

A daily exercise in humiliation: Under the supervision of an Israeli soldier clutching an M-16 assault rifle, Qassem Saleh begins his daily disrobing.

First, he lifts his bright orange shirt so the soldier can see there's no bomb strapped to his torso. Then, after passing through a metal floor-to-ceiling turnstile, he undoes his belt and hands it over for examination to a second soldier, along with his wallet, mobile phone and cigarettes.

The second soldier peruses his documents and asks his reason for travel. The answer is a simple one: Mr. Saleh goes through all this, not to board a plane or visit a prison, but so that he can go home to his family after a day's studies at An-Najah University in Nablus. It's a process Israel says is necessary for security, but one that hundreds of thousands of Palestinians consider their daily humiliation.

December 19, 2007 -- The neocon citadel, University of Chicago, and the CIA: Although the CIA today has its share of problems with neoconservatives over issues like Iraq, Iran, Russia, and other topics, the record would indicate that the CIA once had a cozy relationship with the citadel of neocon ideology, the University of Chicago. The university was long the hotbed of neocon activity surrounding Professor Leo Strauss and his star pupils: Paul Wolfowitz, Alan Bloom, Abram Shulsky, and Zalmay Khalilzad. Iraqi con man Ahmad Chalabi, John Ashcroft, and a number of Federalist Society and other neocons are also graduates of the school. Milton Friedman's capitalist marauder economic philosophy germinated at the University of Chicago.

In 1973, a year after Wolfowitz got his PhD from Chicago, the CIA was accused of using the University of Chicago as a nesting ground for some of its foreign operatives.

Declassified CIA files contain an article from the Nov. 27, 1973, Daily World that the Prime Minister installed in a 1973 military coup, Adadandios Androutsopopoulos, who studied and taught economics at the University of Chicago, was also paid by the CIA during his time at the school. The previous dictator, George Papadapoulos, who overthrew the democratic Greek government and monarchy in 1967 with CIA support, was ousted in 1973 after he and his Prime Minister, Spyros Markezinis, refused to let Greek airports and seaports to be used by the United States military airlift to Israel during the 1973 Middle East war. Papadopoulos and Markezinis were also opposed to Athens being used by the US Sixth Fleet as a home port.

Enter the scene the CIA and its University of Chicago paid agent, Androutsopopoulos. Greece would no longer pose a problem for the US military supply route to Israel. It appears that the early CIA support for the neocon citadel in Chicago came back to burn the agency in a horrendous way. The CIA's first Greek-American director, George Tenet, would later claim that the case for war with Iraq, a case largely written by Israel's cabal in Washington, was a "slam dunk." The CIA continues to suffer from Tenet's disastrous collusion with the neocons. (emphases added)

December 19, 2007 -- BREAKING -- Fire breaks out in Eisenhower Old Executive Office Building: A fire broke out this morning on the second or third floor of the Eisenhower Old Executive Office Building. White House sources claimed it was an electrical fire but televised scenes clearly showed Washington DC firefighters spraying water on the fire well after the White House reported that the cause was electrical. Water is not used on electrical fires because it increases the danger of electrical shock. Electrical fires are normally extinguished by CO2.

The fire broke out in the area of Vice President Dick Cheney's ceremonial office and the offices of the National Security Council, in an area below the historical Indian Treaty signing room on the fourth floor. The area contains a number of priceless paintings and artifacts on loan from other art collections.

The offices of the National Security Council possibly contain documents regarding the CIA torture tapes that Congress is now trying to obtain.

The Secret Service says it has no evidence that the fire was deliberately set. President Bush and Vice President Dick Cheney were in the White House Situation Room in the basement of the White House when the fire broke out. While the 1700 employees in the Eisenhower Building were evacuated, it was business as usual in the adjacent White House.

December 20, 2007 -- Old EOB fire explanation does not satisfy those who've worked in building: Yesterday's fire in the Vice President's ceremonial office, which is also known as the Presentation Room, in the Eisenhower Old Executive Office Building, represents yet more disinformation emanating from the Bush administration, this time on the subject of a fire literally yards from the West Wing of the White House.

Questions are being asked on how what is being described as an electrical or telecommunications switch fire that broke out in a utility closet off the ceremonial office could have developed into a two-alarm blaze that likely destroyed priceless paintings, historical artifacts, rugs, and, more seriously, National Security Council papers and materials that have been requested by federal judges and congressional committees. ...

The White House and the adjacent Old EOB have one of the most sensitive fire detection systems on the planet. The Old EOB is also under constant surveillance by security cameras and uniformed Secret Service personnel. The area where the fire broke out and was permitted to get out of control also houses the offices of the National Security Council and Homeland Security Council, whose personnel are well-versed in fire fighting procedures designed to safeguard sensitive equipment and documents.

"12/19" represented a mini-version of the security breakdown that occurred on "9/11." ...

Bush's sickening chortle and the corporate media's ignoring of the Old EOB blaze are even more startling when considering that the last time the White House lost important papers in a fire was in 1814 when the British burned down the White House during the administration of James Madison. "Why does everybody blame the bad security on the police?" Colonel Fadhi al-Rubai of the Russafa Police in Baghdad asked IPS. "The whole country is being robbed. A look at any ministry would reveal the catastrophe Iraq is going through. We, the police, are only one part of huge corruption."

"There are 1.4 million policemen in Iraq," Abbas al-Bayaty, a member of the security committee in the Iraqi Parliament and senior member of the major Shi'ite bloc, the Iraqi Coalition, told IPS. "That brings the percentage of policemen to people to one policeman for 27 residents, while the usual standard should be one to 300. This militarization of Iraq is a big mistake."

The recent Awakening Forces formed by US forces from Arab tribes is believed now to be at least 76,000 strong, with plans to add another 10,000. These men are also referred to by the US military as "concerned citizens". Most of them are said to be former resistance fighters who used to attack occupation forces but have now switched support to the US. Men said to be among these forces are paid $300 a month.

Declassified CIA files contain an obscure article from the December 12, 1973 issue of the National Guardian. The article describes the CIA's "bomb school" operated by the US Agency for International Development's (USAID) Office of Public Safety at the US Border Patrol Academy in Los Fresnos, Texas.

The program was actually a CIA front for training foreign police officers in the art of setting off bombs in terrorist attacks. As of the date of the article, 165 policemen from several Third World nations had been trained since 1969 in the design, manufacture, and uses of powerful homemade bombs and incendiary devices by CIA instructors operating through the auspices of CIA front organizations, including the International Police Academy (IPA) in Washington, DC, as well as the USAID cut-out.

Dubbed a "technical investigations course," the four-week CIA training through the IPA in Washington included such modules as electricity as applied to explosives, basic bombs and explosives, incendiaries, and assassination weapons.

After classroom training, the students were sent to Los Fresnos for field sessions taught by CIA instructors. Subjects taught included explosives characteristics, electric priming, electric firing devices, explosive charges, homemade weapons, fabrication of devices, functioning of devices, incendiaries, and the placing of bombs in cars, buildings, and public plazas.

The Department of Defense found the instruction so disturbing and out-of-bounds, it refused to provide instructors for the course. South Dakota Democratic Senator James Abourezk launched an investigation of the school.

Many of the trainees came from Uruguay where some of the policemen were working as terrorists for the death squads. Similarly, graduates of the bomb school went on to work for death squads in Brazil, Dominican Republic (La Banda), and Guatemala (La Mano Blanca and Ojo por Ojo).

Uruguay and Argentina are currently investigating Henry Kissinger's role in an alliance of Latin American death squads code-named "Operation Condor." Policemen from Saudi Arabia, Jordan, Chile, Brazil, Guatemala, Dominican Republic, Bolivia, Thailand, the Philippines, Iran, South Korea, Colombia, Indonesia, Peru, Ecuador, El Salvador, Honduras, Mexico, Nicaragua, Panama, Venezuela, Paraguay, Argentina, Costa Rica, Burma, Cambodia, South Vietnam, Guam, Cambodia, Guyana, Jamaica, Trinidad and Tobago, Tunisia, Upper Volta, Chad, Dahomey, Ivory Coast, Ethiopia, Ghana, Liberia, Libya, Malagasy Republic, Kenya, and Zaire received bomb making and use training.

Although the CIA Bomb School at Los Fresnos was closed in 1974, there is a belief it moved to the School of the Americas at Fort Benning, Georgia. There is also a distinct possibility that some of the bomb training has been outsourced to private military contractors, such as Blackwater.
