"One of the most powerful men in Iraq isn't an Iraqi government official, a militia leader, a senior cleric or a top U.S. military commander or diplomat,
He's an Iranian general, and at times he's more influential than all of them. (emphasis added)
Brig. Gen. Qassem Suleimani commands the Iranian Islamic Revolutionary Guard Corps' Quds Force, an elite paramilitary and espionage organization whose mission is to expand Iran's influence in the Middle East .
As Tehran's point man on Iraq , he funnels military and financial support to various Iraqi factions, frustrating U.S. attempts to build a pro-Western democracy on the rubble of Saddam Hussein's dictatorship.
According to Iraqi and American officials, Suleimani has ensured the elections of pro-Iranian politicians, met frequently with senior Iraqi leaders and backed Shiite elements in the Iraqi security forces that are accused of torturing and killing minority Sunni Muslims.
"Whether we like him (Suleimani) or not, whether Americans like him or not, whether Iraqis like him or not, he is the focal point of Iranian policy in Iraq ," said a senior Iraqi official who asked not to be identified so he could speak freely. "The Quds Force have played it all, political, military, intelligence, economic. They are Iranian foreign policy in Iraq ..."
.... McClatchy reported on March 30 that Suleimani intervened to halt the fighting between mostly Shiite Iraqi security forces and radical Shiite cleric Muqtada al Sadr's Mahdi Army militia in the southern city of Basra. Iraqi officials now confirm that in addition to that meeting, Iraqi President Jalal Talabani personally met Suleimani at a border crossing to make a direct appeal for help.
Iraqi and U.S. officials told McClatchy that Suleimani also has:
— Slipped into Baghdad's Green Zone, the heavily fortified seat of the U.S. occupation and the Iraqi government, in April 2006 to try to orchestrate the selection of a new Iraqi prime minister. Iraqi officials said that audacious visit was Suleimani's only foray into the Green Zone; American officials said he may have been there more than once.
— Built powerful networks that gather intelligence on American and Iraqi military operations. Suleimani's network includes every senior staffer in Iran's embassy in Baghdad , beginning with the ambassador, according to Iraqi and U.S. officials.
— Trained and directed Shiite Muslim militias and given them cash and arms, including mortars and rockets fired at the U.S. Embassy and explosively formed penetrators, or EFPs, the sophisticated roadside bombs that have caused hundreds of U.S. and Iraqi casualties."
".... A year later, in April 2006 , Iran became deeply concerned about a deadlock in negotiations over the selection of a new Iraqi prime minister after a second round of parliamentary elections.
This time, Suleimani slipped into the Green Zone to negotiate with Shiite politicians and to ensure that Iraq's final choice was acceptable to Tehran ...
In the end, the Iraqis compromised on Prime Minister Nouri al Maliki .
Stunned by the security breach, American officials demanded an explanation from their Iraqi allies. U.S. officials "were upset, but this solved the problem at the time," Iraqi Vice President Adil Abdul Mahdi (see previous posting: The Battle of Baghdad .... معركة بغداد January 27,2007) told McClatchy in an interview this month at his Baghdad office. "I think they were pleased on one side, they were unpleased from the other side. Pleased that there was a solution to the standstill situation that we had at that time, but of course, I think, unpleased because he (Suleimani) was in the Green Zone."

"The man who led the office that supplied the Bush Administration with "raw intelligence" on Iraq now says everyone else is to blame but himself.
Douglas Feith, President Bush's former Under Secretary of Defense for Policy, headed the Office of Special Plans, a secretive outfit which passed along unverified "alternative" intelligence to Administration decisionmakers in the run up to war.
A Senate Intelligence Committee report found that the Office "developed, produced, and then disseminated alternative intelligence assessments on the Iraq and al Qaida relationship, which included some conclusions that were inconsistent with the consensus of the Intelligence Community, to senior decision-makers."

"Radhika Coomaraswamy, U.N. special representative of the secretary-general for children and armed conflict, said her recent five-day trip to Iraq convinced her that the country's children are "the silent victims of the ongoing violence."
"Since 2004, an increasing number of children have been recruited into various militias and insurgent groups, including as suicide bombers," said Coomaraswamy in a statement released Friday after she returned to Amman, Jordan. She did not reveal the source of her information.
... She said only 50 percent of primary school-age children were attending class, down from 80 percent in 2005. Approximately 1,500 children are known to be held in detention facilities, she added."
The "American" occupier's solution?
Build the Iraqi children a "very profitable" Disneyland (previous posting, April 24, 2008) in the middle of Baghdad with the proviso that "entry to the park would be strictly controlled through tight security". "The entertainment park is an integral part of war propaganda.
Establishing an American cultural outpost in an occupied land serves to uphold the legitimacy of the invaders and their Worldwide "cultural values".

The occupier's "Iraqi" puppet parliament solution?
Promoting a law that would forbid the import of toy guns and fireworks that create loud noise and to combat the spreading belief among Iraqi choldren that they can take what they want by force. (the below report in Arabic).

This proposed law would for sure not refer to the noise of the bullets, rockets and bombs of the American occupier nor the fact that the US and Britain illegally occupied Iraq by force.
The Iraqi children would thus be expected to close their ears to "that" noise and shut their eyes and mind to "that" fact.

The study by the RAND Corp. also estimated that another 320,000 troops have sustained a possible traumatic brain injury during deployment. " While the battle of Basra raged last week, a series of talks between the Bush administration and the US-backed Maliki government rolled forward. These negotiations may have at least as many implications for Iraq's future as the violence on the ground.
The discussions, ongoing since November, stem from a "Declaration of Principles" agreement signed by the two leaders, aimed at establishing a long-term "friendship" between their countries.
While the portion of the Declaration that suggests a permanent US military presence in Iraq has garnered much attention, the agreement also proposes another goal: to solidify "economic ties" between the two countries and grant the US preferential treatment in trading with Iraq.
As brought to light by last week's oil price surge during the assault on Basra, economic concerns are inextricably linked to the occupation. When it comes to oil, the coming months may be crucial in determining what kind of "friends" the US and Iraq are going to be over the long haul....In a House Foreign Affairs Committee hearing last month, State Department Iraq Coordinator David Satterfield revealed the Declaration of Principles proposals have now been divided into a binding Status of Forces Agreement (on military involvement) and a nonbinding Strategic Framework Agreement (on economic and diplomatic relations). Neither would be submitted for the consent of Congress. Though Satterfield emphasized that, being nonbinding, the Strategic Framework would not "tie the hands" of future administrations, it could solidify changes the US has already made to Iraq's economic landscape - and pave the way for increased US control over Iraq's oil in years to come, according to Antonia Juhasz, a fellow at Oil Change International.
"A lot of frameworks for foreign investment were set up under [former Director of Iraq Reconstruction L. Paul] Bremer, and are already in place," Juhasz told Truthout. "A bilateral agreement would lock all that in (emphasis added) and also place pressure on the government to pass the domestic oil law, to settle access for foreign companies to Iraq's oil underground."
The "all that" encompasses a host of sweeping reforms: Thanks to Bremer's alterations of Iraqi law during the first year of the US occupation, American companies are now allowed to buy out 100 percent of Iraqi businesses, instead of partnering with them. Bremer's orders also eliminated Iraq's high taxes on corporations, exchanging them for a 15 percent "flat tax." They abolished the practice of giving preference to Iraqi companies - in contracting out reconstruction work, for example - and erased a requirement to hire Iraqi workers.
Previously, Iraqi banks were closed to foreign ownership. Now, not only can foreign banks operate in Iraq, they can take over private Iraqi banks as well.
Bremer reworked Iraq's trademark and copyright laws, eliminated trade barriers and afforded foreign businesses the option of circumventing Iraq's legal system and taking any disputes to international tribunals....Last week's assault on Basra was "part of an effort to defeat the 'nationalists' in Iraq and consolidate a pro-US political regime that will go ahead with the oil deals," Paul told Truthout. Just before fighting erupted in Basra, the Iraqi presidential council approved the "provincial law," which clears the way for elections - potentially allowing nationalist leaders who oppose US oil interests to come to power. "Ambassador Ryan Crocker first learned of the Iraqi plan on March 21: Prime Minister Nouri al-Maliki would be heading to Basra with Iraqi troops to bring order to the city.
But the Iraqi operation was not what the United States expected.
Instead of methodically building up their combat power and gradually stepping up operations against renegade militias, al-Maliki's forces lunged into the city, attacking before all of the Iraqi reinforcements had even arrived. One U.S. intelligence officer in Washington, however, said that although restoring order was his stated goal, the Iraqi leader was also eager to weaken the Mahdi Army militia and the affiliated political party of the renegade cleric Muqtada al-Sadr before provincial elections in the south that are expected to be held later this year. The Islamic Supreme Council of Iraq, a Shiite political party and militia that are rivals to al-Sadr, his party and his militia, forms a crucial part of al-Maliki's political coalition."

Joe Biden (D-DE) asked Nir Rosen of the NYU Center on Law and Security what advice he would have for the U.S. going forward in Iraq, given Rosen’s extensive first-hand experience in the country. Rosen declined to respond, saying he felt “uncomfortable” giving advice to an “imperialist power”:
BIDEN: Based on what you’ve said, there’s really no hope — we really should get the hell out of there right now. I mean, there’s nothing to do. Nothing.
ROSEN: As a journalist, I’m uncomfortable advising an imperialist power about how to be a more efficient imperialist power. And I don’t think that we’re there for the interest of the Iraqi people. I don’t think that’s ever been a motivation. […]

نزيف العقل العراقي ... و ... مؤسـسات الإبادة الجماعية في العراق

This is an Arabic version of the previous posting "The Iraqi Brain Suction", April 1, 2008..ـ"لقد ادَّت سياسات الإحتلال الى ما يلي :ـ
ـ لقيَ ما لا يقلّ عن 345 من المدرسين واساتذة الجامعات في جميع انحاء العراق مصرعهم (هذه قائمة بالإنكليزية بالأسماء التي تم توثيقها لحد الآن و قائمة أقدم بالعربية) على أيدي جهات ما زالت هويتها تثير الشك القريب من اليقين في أنها بدواعي الإنتقام والتصفية المقصودة فى حملة منظَّمة من الاغتيالات، ويمثل هؤلاء النخبة جميع التخصصات العلمية والاكاديمية. ولقد أعلنت وزارة الداخلية العراقية مؤخراً بأنها احتجزت اكثر من 6000 شخص من المشتبه فيهم بتهمة اغتيال الاكاديميين والعلماء و قد حُكم علي 600 منهم بالاعدام ، وإن احد المشتبه فيهم قد إعترف بقتل 60 من قائمة العلماء والاساتذة . ومع ذلك، فان وزارة الداخلية العراقية تتوقف عن تقديم اي توضيح عن إنتماءات هؤلاء المتهمين ولا عن المحرّضين او الذين يقفون وراءهم.ـ
ـ ومن المقدر ان 2000 من الاطباء العراقيين قد قتلوا، وأن نصف الـ 34000 من الاطباء المُسجلين في عام 2003 قد غادروا البلاد، كما وإن تسعون في المائة من 180 من مستشفيات العراق الكبيرة تفتقر الى المواد الاساسية. وأثناء تولي جماعة مقتدى الصدر شؤون وزارة الصحة سقطت الوزارة في مستنقع الفساد والعنف الطائفي حيث تحوّل العديد من المستشفيات الى مراكز اعتقال سرية يُمارس فيها التعذيب والقتل بطريقة منهجية على ايدي فرق الموت الطائفية.ـ
ـ إعترفت وزارة الداخلية العراقية بأن اكثر من 9000 من موظفي الخدمة المدنية، بما فيهم من موظفين رفيعي المستوى في مكتب رئيس الوزراء، قد قدموا شهادات جامعية مزوّرة تم شراؤها من السوق المحلية.ـ
ـ توقّف اكثر من 800,000 من تلاميذ المدارس (22 في المائة من فئة ذلك العمر) عن الالتحاق بالتعليم الابتدائي، وإن حوالي نصف الذين يكمّلون التعليم الابتدائي فقط يتابعون تعليمهم الثانوي. كما ان اكثر من 220,000 طفل عراقي، والذين رافقوا أهلهم في اللجؤ الى البلدان المجاورة، هم الآن محرومين من حقهم في التعليم بسبب الظروف المادية أو العقبات الإدارية في الهجرة.ـ
ـ لقد إنهارت معظم الخدمات العامة فعلياً منذ عام 2006، حيث إن حوالي أربعون في المائة من الموظفين العراقيين المهرة قد غادروا البلد طالبين اللجوء أو الهجرة.ـ

ما ينبغي اعتباره شرعياً وباصرار دائم هو ماذا تُدين به الولايات المتحدة الى العراق بعدما تسبب بوِش بأكثر من مليون قتيل عراقي، وعشرة اضعاف هذا العدد من الجرحى والمنكوبين خلال خمس سنوات من اراقة الدماء بدون هوادة و أدى الى نزوح 5,000,0000 من العراقيين من الذين إقتُلعوا من أرضهم أوشُردوا من ديارهم، وقد إضطر نصفهم إلى الفرار من وطنهم، علماً ان 65 ٪ منهم من النساء والاطفال، و إن 80 ٪ من الأطفال هم أقل من سن 12 سنة؟ إن هذه الاعداد تكوّن ما مجموعه 10 مليون عراقي من اصل عدد السكان الذي يوازي حوالي 27 مليون. أن مصطلح "مؤسسات الإبادة الجماعية" يطابق تماماً وصف هذه المأساة الانسانية."ـ

ـ"ان عملية الإبادة الجماعية بواسطة المؤسـسات هي عملية تكتل كثيفة لغزو عسكري يقوده رجال اعمال حيث يُقدم الاهالي الى المذابح من اجل غنائم يجنيها الغُزاة. أن عملية الابادة الجماعية بواسطة المؤسـسات يتجاوز الحقد الاعمى وقتل المدنيين الابرياء إذ أنه يُنفّذ بصورة رئيسة من اجل الوصول الى السلطة و الإستحواذ على الموارد الطبيعية والنفوذ الأقليمي استطاعت الشركات الاجنبية التي تكسب ارباحا وازدهاراً أثناء الحروب (تجار الحرب) ان تحقق مواقع قوة لها في العـراق دون ان تتعرض للمسـاءلة. ثم ان شـركات الامن الخاصة والتي إنتشرت بصورة ملحوظة في العراق لا تجد دافعاً لأن تعمل للسلام او ان تحول دون الابادة الجماعية - وان كان ذاك من ضمن اختصاصها.ـ
لقد اصبح ترهيب الأهالي وقتلهم هو مصدر رزق لهم، كما انه يحرم اطفال العـراق الجائعين من لقمة العيش. اصبحت الحرب علينا مصدر رزق لهم!ـ

لقد تمَّ، وما يزال، توزيع الموارد الطبيعية العراقية وبعثرتها بين أعتى الشركات، فيما يُخصص القدر الضئيل جدا من الربح نحو اعادة بناء العراق. وهذا هو تماماً مفهوم مؤسـسات الابـادة الجماعية."ـ

The Iraqi Brain Suction

This is a presentation that I delivered to the conference on "The Muslim World and the West: Emerging Avenues for Convergence" hosted by the International Center for Contemporary Middle East Studies, Victoria, British Columbia, Canada during March 28-30 2008:"· A documented list of at least 345 teachers and professors from universities across Iraq, representing all academic disciplines, have been killed in a systematic campaign of assassinations. The Iraqi Interior Ministry has recently announced that it has detained more than 6000 suspects charged with the assassination of academics and scientists (in Arabic), 600 of whom have been sentenced to death, with one suspect alone who has admitted to killing 60 of the above. Yet, the Iraqi Interior Ministry provides no explanation on the affiliations of these prisoners nor of their instigators and who is behind them.
· It is estimated that 2,000 Iraqi doctors have been killed and half of the 34,000 doctors registered in 2003 have left the country. Of Iraq’s 180 large hospitals, 90 per cent lack essential resources. Under the control of Moqtada Al-Sadr, the Ministry of Health has plummeted into corruption, while hospitals have been transformed into secret detention centres where torture and murder are endemic at the hands of death squads.
· The Iraqi Interior Ministry has admitted that more than 9000 civil servants (in Arabic), including high ranking staff in the prime minister’s office (in Arabic), have provided purchased fake university degrees.
· More than 800,000 schoolchildren (22 per cent) have stopped attending primary school and only half of those who complete primary school continue their education. More than 220,000 refugee Iraqi children in neighbouring countries are denied their right to education.
· All public services have collapsed. Already in 2006, 40 per cent of skilled Iraqi personnel had left the country.
What should legitimately and persistently be considered is what does the U.S. owe Iraq for over a million dead and ten times that number wounded or otherwise devastated in five years of Bush's unrelenting bloodletting? And for the 5,000,000 people who have been uprooted and displaced from their homes, half of them forced to flee their homeland, 65% of them women and children, 80% of the children less than 12 years of age?"The Iraqi Brain Suction,
