"The US government is on a “burning platform” of unsustainable policies and practices with fiscal deficits, chronic healthcare underfunding, immigration and overseas military commitments threatening a crisis if action is not taken soon, the country’s top government inspector has warned.

Another sand story

"On Thursday, a suicide bomber dressed in a police uniform attacked a meeting of U.S.-backed tribal sheiks in Karmah, killing more than 20, including three U.S. Marines and the mayor.
One of the Americans killed was Lt. Col. Max A. Galeai of Pago Pago, American Samoa, the commander of Marines in the Karmah area.
The attack happened two days before U.S. officials planned to formally hand over security responsibility for Anbar to the Iraqis, marking a major milestone in the transformation of a province that had been the most violent in Iraq.
U.S. authorities announced Friday they were postponing the handover ceremony because of weather forecasts calling for high winds and sandstorms, which would ground aircraft and make it impossible for dignitaries to attend."

The "suicide bomber dressed in a police uniform" was in fact a sleeper member of Karma's 'Sahwa' brigade who thus managed to attend the meeting unhindered and get close to the Marine commander of the Karma area.
The trip from Baghdad is one hour by car. The need for the Iraqi 'dignitaries' to arrive there only by air transport (in sandless weather) is a measure of the surge's effect on the 'increased security' situation. (30,000 troops heading to Iraq in 2009 June 27, 2008).
The below article (in Arabic) refers to the order to arrest Abu Abid who commands 1000 Sahwa members and was the first Sahwa commander in Baghdad's Amariya last year. He claims that the Sahwa brigades are now targeted for elimination by the Americans and the government after fulfilling their role in chasing the Qaida out from their areas. It is also reported that many Sahwa members are now switching over and joining the patriotic resistance forces who are accepting them in their ranks.

And if you read that earlier agreement, you'll see they're clearly right to do so -- the treaty is uncannily close to what Bush has been pushing for. I guess there are only so many ways to set up colonial fiefdoms.
Interestingly, before now the actual treaty text existed in only one place online -- a pdf in an obscure corner of the UN website. I had to ask Glen Rangwala to track it down."

Occupier's Mega-Bases .. Built on sand

"In the last five-plus years, untold billions of taxpayer dollars have been spent on the construction and upgrading of those bases. When asked back in the fall of 2003, only months after Baghdad fell to U.S. troops, Lt. Col. David Holt, the Army engineer then "tasked with facilities development" in Iraq, proudly indicated that "several billion dollars" had already been invested in those fast-rising bases. Even then, he was suitably amazed, commenting that "the numbers are staggering." Imagine what he might have said, barely two and a half years later, when the U.S. reportedly had 106 bases, mega to micro, all across the country.
By now, billions [of dollars] have evidently gone into single massive mega-bases like the U.S. air base at Balad, about 60 miles north of Baghdad. It's a "16-square-mile fortress," housing perhaps 40,000 U.S. troops, contractors, special ops types, and Defense Department employees.
As the Washington Post's Tom Ricks, who visited Balad back in 2006, pointed out - in a rare piece on one of our mega-bases - it's essentially "a small American town smack in the middle of the most hostile part of Iraq." Back then, air traffic at the base was already being compared to Chicago's O'Hare International or London's Heathrow"

I'm still here in Basrah for nearly four decades now, and I have no intention to leave. I have great pleasure in serving our people. I' ll tell you something, during the 90s there was an exidus of doctors and technicians from Iraq. In order to protect myself against a moment of weakness that might take me out of Iraq, I destroyed all my graduation and qualification documents.
