The Defense Department estimates it will spend $651.2 billion in 2009, nearly 20 percent of the total federal budget, to fight the war on terror, grow and strengthen the Army, Marines, and National Guard, fund secret operations, create AFRICOM to increase the US presence in Africa, build martial partnerships with other countries, shift global basing to adjust to the post-Cold War era, and fund major domestic basing changes recommended in 2005 by the Defense Base Closure and Realignment Commission (BRAC)."

Why did Rania give herself up? ...
.This two weeks old posting (today is Septemebr 12, 2008) has been in limbo pending an answer as to why did the 15 years old (Iraqi TV channels first reported her as 13 years old) Rania suicide bomber gave herself up? Despite several updates below, however still offering contradictory statements, we are finally completing this posting since a relatively solid report by Jonathan Steele on Rania and on the background to Iraqi women suicide bombers is now published:
..."A 15-year-old girl walks up to an Iraqi police checkpoint on her way to the crowded central market in Baquba, a town some 40 miles north of Baghdad. A constable senses something odd and demands she be searched. The girl promptly announces she is wearing a suicide belt, strapped like a lethal corset round her waist.
In police footage that has gone around the world on YouTube, Rania Ibrahim is handcuffed to metal railings while male officers get her to remove her outer garments, then carefully defuse the device. Never mind the fact that the area is not cordoned off, and other policemen wander close to the girl to gawp. It took not only exceptional bravery but a degree of professionalism that many in Baghdad had not credited the Iraqi police with. The officer who disabled the device was given a 5m dinar (about £2,400) bonus....... Lt Col DA Sims, deputy commanding officer of the Baquba-based US 2nd Stryker Cavalry Regiment, whose staff also interrogated the girl, has an open mind about Ibrahim's intentions - whether someone strapped the bomb to her against her will and she deliberately behaved oddly at the checkpoint so as to be discovered, or whether she did intend to blow herself up but was pre-empted by police and then tried to lie herself out of trouble....Saja Qaduri, a member of the Diyala provincial council (Baquba is Diyala's capital) and the only woman on its security committee, sat in on some of the police interrogation of Ibrahim. She believes the girl was a committed would-be suicide bomber.
Qaduri says that the girl spoke in a slow, drowsy way during the first moments after the suicide belt had been defused and taken off her, and appeared to have been drugged. But this did not mean she was being made to do something against her will. It could have been done to dull her emotions and reduce the chance of her backing off when the moment came to trigger the belt. "I was at the police station when they first brought her in for questioning. As the pills wore off, she spoke in a very confident way. She strongly believed her death would have taken her to heaven. She was detected because some wires were visible. A policeman spotted it," Qaduri adds.
In spite of her faith that suicide and murder would take her to paradise, Ibrahim showed flashes of teenage confusion. "At the end of every sentence, she kept saying 'I want my mum'", Qaduri says.
If Ibrahim was a genuinely willing suicide bomber, wider and more complex issues of motivation need to be probed. It doesn't remove the victim-or-villain issue....In villages and small towns, women are considered little more than chattels who may not go out of the home unless accompanied by their husbands or a male relative. Three wars in a quarter of a century have left Iraq with more than a million young or middle-aged widows. They are not permitted to live alone, nor do most want to. The death of a husband is not just a cause of grief, bereavement and loneliness. It collapses a woman's sense of worth, within her extended family as well as in the wider community. Her protection is gone, plus her source of financial support. Unless the woman remarries - a rarity, given the shortage of men - a nephew or a male cousin will be required to move into the house to provide protection, unless one or more of her sons is already in his late teens.
The result can be corrosive levels of depression that haunt women who have seen fathers, brothers, and husbands killed - so, while Ibrahim is the first female suicide bomber to be thwarted in Diyala, many others have gone out into the street wearing a deadly hidden belt. Throughout Iraq some 43 women have carried out suicide bombings since 2003, mostly in the past two years. In 2007 eight women blew themselves up. This year the number is already 30, of whom 15 were in Diyala. "
Victims or villains?

.Two email rebuttals on Jonathan Steele's above take:"Dear Jonathan,
I am being calm and gentle because of your excellent analysis and writing on Iraq.
It is so regrettable that you should entertain 'half baked truths' by the Iraqi police and by the 'so called woman' called Saja Qadouri? Maybe someone can translate for you her statement on the link below dated 16th may 2008, she is a member of the security committee of Diala council, she thinks that human rights should not apply to the prisoners held by the Iraqi authorities! You really should not have taken this woman's claims at face value.
http://diyalatimes.com/taq/9.htmhttp://www.alnajafnews.net/najafnews/news.php?action=fullnews&id=69382On the subject of Raniya Ibrahim,
1) The report published by the Guardian on the 26th August is the worst in the British media, worse than the free newspaper Metro, where at least the journalist treated the story that (has changed versions so many times since it broke) with more scepticism than the Guardian. Most decent media outlets mentioned the conflicting accounts of this story from the begining.
http://www.metro.co.uk/news/world/article.html?in_article_id=278856&in_page_id=64&in_a_source=Iraqi police disarm girl sent on suicide missionThe Guardian - Owen Bowcott
2) A video was posted on YouTube, taken by a member of the Iraqi police (Yasser Al Waza) , shows Raniya being interrogated by at least 2 policemen at the same time inside a police car without protection or legal representation. Instead threats of violence and sexual suggestions. Their language is pornographic. The media's behaviour is like adding insult to injury. http://www.youtube.com/watch?v=Rp5OPDuf_KII am going to write to my MP to find out if Yasser Al Waza (from Missan province) was trained by the British forces.
3) A video clip of the interrogation of 13 year old Raniya right after her public ordeal at the back of a police car without any protection or legal representation has surfaced on Youtube. Saja Qaduri was certainly not present and as you can see Raniya is not drowsy at all. She is shown being subjected to threats of violence and sexual suggestions. The transcript of this video can be read in Arabic and in English.
http://solidarityiraq.blogspot.com/2008/09/doubts-over-women-suicide-bombers.htmlThere is something fishy about this story, I personally believe it is a publicity stunt by the Iraqi police and poor Raniya has been duped. I am inclined to think that had the police found a real suicide bomber they would have shot him/her in the head straight away. Have a look and see how the police are disgusted and shocked when they find out she is a Shia not a Sunni. By the way the claim published by the Guardian about her father is without foundation, her father together with her elder brother Ashraf were kidnapped from their car repair shop in 2006 and were not seen again.
The Baquba police are hated by both communities because of their harassments of Al Sadr supporters.Tahrir"."Imad,For your friend who is confused, I would inform her/him that there are no suicide bombers in Iraq. It is all an evil propaganda. I do not know if you have noticed that every (I repeat) every explosion in Iraq is attributed by the Iraqi police (not the Americans) to suicide bombers even before any investigation has taken place. The "directives" lately seemed to be first insane and retarded women, recently teenagers and children. You can also see that whenever the Iraqi puppet police comes up with such fairy tales, the US army keeps its distance, but when pressed, a spokesman would deny or contradict the story. What does this tell us?
Of course there should be resisting women in Iraq, but suicide bombers are not phenomena as the occupiers wish us to believe.
1- Why should a resistant man/woman kill oneself , when they can preserve themselves for further operations? Iraq is not like Palestine where battle ground, people and weapons are scarce.
2- what is the point of exploding a shopping place or a crowd of innocent people when you have American soldiers everywhere? Such places are usually crowded with mixed people, not only one sect. Who benefits from such deeds?
3- Please read Petraeus's Counterinsurgency Manual. October 29, 2007, which explains how "insurgency" should be denied public sympathy, then you will understand what is really happening in Iraq.Buthaina"

"Rania’s story is compelling, yet it is denied vehemently by her husband and his supposed cousin, a frail woman named by police as Um Fatima, who were arrested in connection with the alleged attempted attack. Asked whether she had wanted to kill herself, Rania told The Times: “No.” She added: “I did not think that I was going to be blown up.”
The teenager, who enjoys watching cartoons on television, particularly Tom and Jerry, left school aged 12. At about the same time, her father and an older brother were kidnapped, tortured and killed by Shia militants, leaving the family without any source of income.
Her mother, Bassad Selman Mohana, was encouraged to let her daughters marry. Mrs Mohana, 46, is accused of grooming Rania to become a bomber in return for money. She said that this was a lie.
The husband of Rania stood blindfolded and barefooted in a separate interrogation room. Speaking in a quiet voice, Mr Sameet, who worked on a farm, claimed that he had not seen Rania since February. “I swear to God I did not know where she had gone. Her mother took her,” he said.
He and Rania, who married in November, were living with his family in a village. Mr Sameet said that she did not get on with his sisters, which prompted her to leave. Rania said that they stayed together.
Mr Sameet said that the next time he heard about his wife was after her arrest, adding: “I love Rania despite what happened with her accusing me.”
In a third room a shrivelled woman named by police as Um Fatima denied being the wanted person, insisting that her name was Ibtisam Hamid and that she did not know Rania. Rania identified the woman as Um Fatima, whose identity card was found in the house where Rania said that she was given the explosives. General Khalaf is convinced that Um Fatima, Mr Sameet and the mother of Rania are lying. He said, however, that it was up to the judge to decide.'

A Reuter's version of the story, already contradicting what she said in the video that she was going home to take off the vest, or that she was dazed from drugs for days when she was "captured" or "surrendered" the same day and did not appear dazed in the video.
This is the closest as to why she "surrendered": "I never intended to blow myself up. When stopped at the checkpoint, I wanted to turn myself in, but I was afraid," she says. "Nobody told me how to use this vest. I don't know if they meant to blow me up by remote control. I just don't know."

New DAMN weapons
.While the American military industries glorify ever new kinds of expensive weapons, it is do make with what you have (coupled with ingenuity) for the Iraqi Resistance's ever improving arsenal of inexpensive but deadly weaponary (see previous posting Another $1,000,000 blown up .. Oh! You meant EFP and not IED? Back to the drawing board, May 8, 2008)" A deadly new weapon that is beginning to show up on the streets of Iraq, the improvised rocket-assisted mortar, or IRAM, may be technologically crude and inaccurate in its aim, but its potential for death and destruction is so great that soldiers on combat operations around Baghdad conduct daily patrols to disrupt any attempt to plant the devices. ...IRAM thus has joined IED (improvised explosive device), VBIED (vehicle-borne improvised explosive device) and EFP (explosively formed penetrator) as the latest acronym in the arsenal for Shi'ite extremists battling U.S. forces in the Baghdad area.
In essence, the IRAM is a flying IED. It consists of a canister - a propane gas tank or cylinder - packed with explosives attached to a rocket tube (body) and powered by a 107mm rocket motor. An IRAM can be loaded with more than 100 pounds of high explosives. In contrast, a conventional 107mm rocket carries about 3 pounds of explosives.
The device is then placed on rocket rails and fired at its target by a timing device, military officers said.
The rails typically are placed on the back of a low-sided flatbed cargo truck, an ever-present vehicle in Baghdad. The truck is parked and angled toward the target, and the devices are launched, usually four or more in succession, using delayed timers. Aiming is directional, sort of a line-of-sight lob over the cab or a side of the truck. Distance is about 300 meters to 500 meters, more than a quarter-mile."New threat to troops, August 28, 2007The recent blowing up of an American troop carrier (Jaish Al-Rashideen video 6MB - requires Real Player) that was meticulously preceded by first a small mine detector and then by a larger mine sweeper yet neither could detect this marvelous IED, or is it the VBIED or the EFP. Let us just call it the Detection Avoidance Military Nightmare, or DAMN.The above video, along with other recent and downloadable videos, are available from The Jihad and Change Front site (Google translated page -videos under the machine gun image) جبهة الجهاد والتغيير

Citing, for a change, an Islamist scholar and a reborn-neoconservative

The above Arabic snippet , a Fatwa by Dr. A. Zaidan, a professor of Islamic Shari'a and Fiqh, who advises against:
"- the seperation of Kerkuk and joining it with Kurdistan since Islam advocates the joining of the moslems, people, governments and nations, and not their dispersion.
- the 'federation' option for Iraq, that personifies its partioning, since Iraq is one country and can not be split into parts.
- the cooperation with an oocupiers or take their money or arms."
"Though Iraq remains a very troubled country, virtually all of the trend lines -- Iraqi and U.S. casualties, government provision of basic services, and the ability of Iraqi forces to provide order -- have been moving in a positive direction for the past year.
What I absolutely did not concede, however, was the fact that this change meant that the war itself was worth it. By invading Iraq in the manner it did, the U.S. exacerbated all of the threats it faced prior to 2003. Recruitment into terrorist cells shot up all over the world. North Korea and Iran accelerated their development of nuclear weapons.
Indeed, Iran has emerged as the dominant regional power in the Persian Gulf once the U.S. removed its major rival from the scene and put its Shiite clients into power in Baghdad. While everyone is better off without Saddam Hussein around, the cost was hugely disproportionate. If you don't believe this, ask yourself whether Congress would ever have voted to authorize the war in 2002 if it knew there was no WMD, or that there would be trillion-dollar budget outlays, or that there would be 30,000 dead and wounded after five years of bitter struggle."
An email from an old friend:
Is Zaidan an "Islamist scholar" or "Islamic scholar" ? Does he have a
website ? I am curious to know about any other fatwas that he has issued.
And what exactly is a " reborn-neoconservative" ? Is this like a "
born-again Christian", or did you invent the term. If so, please define
it properly so that we, who read your blogs, can follow.
It is indeed heartening to know that you are still using the same old email address, as that of seven years ago.
I derived the term "Islamist scholar" from this definition: Relation between Islam and Islamism
"One of the most central controversies in Islamism is whether Islam is inherently political. Scholars and observers who think not include Fred Halliday and John Esposito). Those who do think Islam is inherently political, and thus question the validity of the terms "Islamist" and "Islamism," include Robert Spencer, Bat Ye'or, and Bernard Lewis)".
Hence, I thought it appropriate to shove Zaidan عبد الكريم زيدان in there. Here is a list of (some) of his Fatwas and all of his writings .
Now, as far as being “reborn”, the meaning of it is: “Emotionally or spiritually revived or regenerated”
It is quite different from being born again: “Catholics and Protestants agree that to be saved, you have to be born again”
The important point is that there is no “saving” for the reborn; i.e. to hell with them, if you pardon the expression.
All the best

Libya succumbed in sham because it had no indigenous scientists .. Iran, however, ...
."Over four years, operatives of the C.I.A. paid the Tinners as much as $10 million, some of it delivered in a suitcase stuffed with cash. In return, the Tinners delivered a flow of secret information that helped end Libya’s bomb program, reveal Iran’s atomic labors and, ultimately, undo Dr. Khan’s nuclear black market.
In addition, American and European officials said, the Tinners played an important role in a clandestine American operation to funnel sabotaged nuclear equipment to Libya and Iran, a major but little-known element of the efforts to slow their nuclear progress. The sham expensive 'democracy' of LGP..
.An email from a friend commenting on the "Maps galore" posting (August 22, 2008):"Imad, take a look at this: http://www.lgp-iraq.org/ USAID has spent over $500 million [emphasis added] with this group, RTI International, to promote "federalism". I am suing RTI whose security guards (Unity Resources Group) murdered my client's daughter in Baghdad.".LGP???."Under terms of its contract, LGP:
- Supports Iraq's efforts to improve the management and administration of local, municipal, and provincial governments
- Provides technical assistance and training to local elected officials concerning the roles and functions of local government officials and agencies
- Assists in establishing a legal framework for a democratic, representative, and participatory form of decentralized government in Iraq.
Since May 2005, LGP has been training and mentoring Provincial Councils elected in January of that year in the roles, responsibility, and authority of the Provincial Council, and also providing similar training to Iraq’s network of Local Councils...LGP is implemented by RTI International and its technical partners include Bearing Point Inc. Creative Associates International, the International City/County Management Association, and VNG International."About LGP
.What follows is a translation of the above dribble in Arabic. And below that is a report (in Arabic) from local citizens in the Arab-Turkman Diyala province (see Maps Galore posting above) pointing out that a Kurdish administrative official from Kurdish Sulaimaniya (Amer Latif) has sent a 'verbal' order delivered by his employee (Abdul Khaliq) to the local authorities in the Diyala province cities (Khanaqin, Kalar and Qara Tappa) ordering them to register 600, 280 and 1200 Kurdish families, respectivelty, (about 5000 people) as being authentic local residents of these cities even though they are Kurdish residents in Kurdish Sulaimaniya. This move is a blatant and manifest failure of the "democratic, representative, and participatory" LPG program. This move is being put in place in aniticipation of the stale implementation of article 140 of the "Iraqi constitution" concerning the holding a referendum on what is 'Kurdistan". The validity of this article has in fact expired long time ago, as it was supposed to have been carried out within a period of one year from the approval of the 'constitution' , which was three years ago! But then, LPG is still "doing" its holistic mandate and is indeed collecting its money from the American taxpayer, right? Damn the actual process and the facts on the ground!

.Sen. Joe Biden on Shalom TVUpdate (from S Husseini):Background: Biden's Iraq record August 23, 2008 -- recall the Dems had the Senate then, so he was head of Foreign Relations --
Biden questioned about Ritter chargesBiden questioned on Iraq oil law, January 22, 2007 Longer clips "Joe Biden just held a conference call with reporters to "clarify a couple of things" about his Iraq plan, an endorsement of which was passed last week by the Senate as a non-binding resolution (the Biden-Brownback Iraq Federalism Amendment). It passed by a vote of 75-23, with substantial bi-partisan support. Senator Biden is angry at Ryan Crocker, the U.S. ambassador in Baghdad, whose embassy issued an unusual (and unsigned) statement criticizing the resolution. By doing so, the ambassador (and his superiors in Washington who no doubt authorized the statement) was adding his voice to that of Prime Minister al-Maliki and other Iraqi leaders, all of whom complained that the kind of federalism called for in the resolution would lead to more sectarian violence and result in the bloody partition of the country. "It is not partition! It is not foreign imposition!" declared an amped-up Biden, over what sounded like a cell phone, while on break from campaigning in South Carolina. "It will not lead, as Prime Minister Maliki said, to more violence and bloodshed. I wonder what he thinks is happening now, by the way."" Biden: Quit Lying About My Partition Plan! The other side, which would hopefully accelerate the demise of the US Empire.
Bush has done quite a remarkable job of it so far.
I had favored his nomination 4 years ago, for just the above reason.

"Do you hear people laughing at you Mr. Bush?"
."So you have the colossal audacity, Mr. Bush, to “warn” Russia to pull back? As the wanton, perverse war criminal under whose watch the world saw the crime known as “shock and awe” committed, I’d say you were well out of your mind to suggest that Russia should pull back.
What’s a little shock and awe among inferior people we want to rob and destroy, eh?
What do human beings need an infrastructure for?
Why do they need clean water? Why do they need electricity?
What’s a little torture?
What’s a little regime change? Don’t recall when that was a goal of yours?
What’s a little deviant, perverted sexual experimentation and humiliation?
What’s a few secret detention camps?
What’s wrong with destroying an environment for 4 billion years and generations after generations of people? After all, they’re just rag heads, aren’t they Mr. Bush?"

.The above extract in Arabic is from the following item:."The United States this year will have spent $100 billion [emphasis added] on contractors in Iraq since the invasion in 2003, a milestone that reflects the Bush administration’s unprecedented level of dependence on private firms for help in the war, according to a government report to be released Tuesday.
The report, by the Congressional Budget Office, according to people with knowledge of its contents, will say that one out of every five dollars spent on the war in Iraq has gone to contractors for the United States military and other government agencies, in a war zone where employees of private contractors now outnumber American troops.
The Pentagon’s reliance on outside contractors in Iraq is proportionately far larger than in any previous conflict, and it has fueled charges that this outsourcing has led to overbilling, fraud and shoddy and unsafe work that has endangered and even killed American troops. The role of armed security contractors has also raised new legal and political questions about whether the United States has become too dependent on private armed forces on the 21st-century battlefield."Use of Iraq Contractors Costs Billions, Report Says, August 11, 2008

Another vile consequence of the criminal occupation of Iraq - Iraqi prostitues .. children and widows among others
."Myra Adel, Miss Iraq, adds a valuable eyewitness account and she also explains that her trip to Syria is the reason she is stepping down as Miss Iraq 2008: "They have been great to me but I will no longer be involved with the Pageant, due to the fact that I really couldn't take it when I saw all those refugees in Syria being mistreated…seeing these people suffer made me ashamed….I don't deserve to live in a classy apartment while other women are selling themselves." Miss Adel is shocked at what she saw in Syria, like the sale of ten-year-old girls. "What kind of sick demented human being would want to have sex with a 10-year-old?" she asks....Ms. Adel also criticizes the current government in Iraq for not implementing social programs to help refugees. The Organization of Women's Freedom in Iraq (www.equalityiniraq.com), headed by Yanar Mohammed, is a good source for the hardships of women forced into prostitution within the country."What kind of sick demented human being would want to have sex with a 10-year-old? Forging a document to justify invading a country is a war crime, in a "democratic society"
"The Iraq Intelligence Chief, Tahir Jalil Habbush — a man still carrying with $1 million reward for capture, the Jack of Diamonds in Bush’s famous deck of wanted men [emphasis added]— has been America’s secret source on Iraq. Starting in January of 2003, with Blair and Bush watching, his secret reports began to flow to officials on both sides of the Atlantic, saying that there were no WMD and that Hussein was acting so odd because of fear that the Iranians would find out he was a toothless tiger. The U.S. deep-sixed the intelligence report in February, “resettled” Habbush to a safe house in Jordan during the invasion and then paid him $5 million [emphasis added] in what could only be considered hush money.
In the fall of 2003, after the world learned there were no WMD — as Habbush had foretold — the White House ordered the CIA to carry out a deception. The mission: create a handwritten letter, dated July, 2001, from Habbush to Saddam saying that Atta trained in Iraq before the attacks and the Saddam was buying yellow cake for Niger with help from a “small team from the al Qaeda organization.”
The mission was carried out, the letter was created, popped up in Baghdad, and roiled the global newcycles in December, 2003 (conning even venerable journalists with Tom Brokaw). The mission is a statutory violation of the charter of CIA, and amendments added in 1991, prohibiting CIA from conduction disinformation campaigns on U.S. soil."

But he can't pardon himself under international law. "

"Tenet has called the story of the Habbush prewar intelligence a "complete fabrication," claiming Habbush had "failed to persuade" the British that he had "anything new to offer by way of intelligence." His statement actually reinforces Suskind's account, however, by indicating that he had simply chosen not to believe Habbush. "There were many Iraqi officials who said both publicly and privately that Iraq had no WMD," said the statement, "but our foreign intelligence colleagues and we assessed that these individuals were parroting the Ba'ath Party line and trying to delay any coalition attack."
On Sept. 17, 2002, the CIA officer who had debriefed Sabri in New York, briefed CIA Deputy Director John McLaughlin, according to Blumenthal's account. McLaughlin responded that Sabri's information was at odds with "our best source." That was a reference to "Curveball," the Iraqi who claimed knowledge of an Iraqi mobile bio-weapons lab program but was later found to be a professional liar.
The next day, Tenet briefed Bush on Sabri's intelligence, but Bush rejected it out of hand as "what Saddam wanted him to think."
French intelligence agents later tapped Sabri's telephone conversations and determined that he was telling the truth. But it was too late. One of Tenet's deputies told the CIA officers, "This isn't about intelligence. It's about regime change.""
How Tenet Betrayed the CIA on WMD in Iraq August 9, 2008
Back in July 2005, we had posted the following:
"Speaker: Patricia Wald, chair, Open Society Institute Criminal Justice Initiative; commissioner, Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction introduced Charles Duelfer [Canadian], former deputy executive chairman, U.N. Special Commission on Iraq [UNSCOM]; former special adviser to the director of central intelligence on Iraq's weapons of mass destruction; former head, Iraq Survey Group:
Questioner: Gary Sick, Columbia University.
..... The second one was a fellow who was a close adviser on the nuclear side, who went on to Canada--actually escaped from Saddam, went off to Canada and while--and he was very quiet for a long time because he was scared, but then as he saw war coming he actually went public and said, you know, "I was very close to the nuclear side and nothing was going on there. This was over for years." Now, that we paid a lot of attention not only to the Curve Balls, but we also to--the Saddam's bomb-maker and people like that, who got a tremendous amount of attention. Both of these reports, which were available at great length, I am wondering what the--how they were perceived inside the community and if they got any attention at all. I'm told that the fellow in Canada didn't--I'm sorry, his name escapes me--was never even interviewed by the CIA.
Duelfer: ... And the second fellow, whose name is Imad Khadduri, (emphasis added) he was involved in the nuclear program but more as a--he collected documentation. And yes, he went to Canada. I mean, there were a lot of Iraqis who left Iraq who had more or less something to say. The fact that he said that the nuclear program had ended--you know, I don't how you would agree to that, but it does point to one of, I think, the systemic problems in the intelligence committee, which they are now thinking about: How do you account for negative information? The system--you know, if you have a 100 people in the day who say, you know, "I was driving in Baghdad and I didn't see anything," it doesn't make it to the president's desk. It's just a--it's unnatural. I mean that, you know, nothing is happening, so you are going to report that to the president? (emphasis added) But you if you do get a guy, you know, who says something is going on, then that attracts attention. I don't know, is it--part of it is human nature and part of it's a systemic problem."Weapons of Mass Destruction and Iraq (The extract above is near the end of the session)".
But, but .. "It's just a -- it's unnatural", posted on this site on July 4, 2005
.Another update:."[Late in June 2003] The final line of questioning focused on weapons of mass destruction. Dave was on his feet, pacing before Mohammed, before turning to him and asking straight out, “Where are the weapons of mass destruction?” Mohammed, who had intimate knowledge of certain aspects of the Iraqi WMD effort, replied straight back: “There are no WMD in Iraq.”
Dave continued pacing back and forth in front of Mohammed. “My president,” he said, “is in trouble. Can you help him?”
Mohammed was taken aback by the question. “Excuse me?” he asked. “Could you repeat yourself?”
Dave sat down next to the Iraqi. “George Bush is in trouble. Our people did not find any WMD in Iraq. Can you help us?”
Mohammed looked back at Dave. “How?”
“Can we prepare something for that? We could bring in some nuclear material from the former Soviet Union, and pretend they are Iraqi.”
Mohammed, stunned by the unexpected nature of the request, indicated that such a ploy could be easily uncovered by forensic examination of the evidence by outside experts, such as UNSCOM (the United Nations Special Commission) or the IAEA, who would undoubtedly be called in to verify such a finding. Dave sat in silence for a few moments, before springing to his feet. “I have to leave for a meeting,” he said. “Stacey will show you out.”...The question is, what is Congress doing about this? At what point in time will it become clear that a crime against America has been committed, not by any foreign terrorist group, but rather the highest officials in the land, those entrusted with safeguarding the Constitution? If the rule of law is to have any meaning today, Congress has no choice but to institute proceedings mandated by the Constitution against those high officials who have committed high crimes and misdemeanors against the American people."Where Are the Weapons of Mass Destruction? Scott Ritter, August 12, 2008 .Yet another Update:"In 2006, when Shipster [from MI6] learnt the true import of the Sabri intelligence, he commented to American colleagues that, had the British been able to put the Iraqi foreign minister's report side by side with that of Habbush, they "never would have gone to war". How America squanders Britain's gift, Ron Suskind, August 24, 2008
Really? How "Intelligent" are Intelligence? Suskind doesn't mention that the UK claimed that Saddam was trying to obtain nuclear fuel in Niger. The Bush Administration used this intelligence to sell the war to the American people and gave the UK the credit. Blair's dodgy dossier (the 45 minute Iraqi chemical attack on the UK) is also not discussed. Suskind is thinning.
