Why did Rania give herself up? ... لماذا ســلـّمت رانيا نفسها الى الشرطة؟

This two weeks old posting (today is Septemebr 12, 2008) has been in limbo pending an answer as to why did the 15 years old (Iraqi TV channels first reported her as 13 years old) Rania suicide bomber gave herself up? Despite several updates below, however still offering contradictory statements, we are finally completing this posting since a relatively solid report by Jonathan Steele on Rania and on the background to Iraqi women suicide bombers is now published:...
"A 15-year-old girl walks up to an Iraqi police checkpoint on her way to the crowded central market in Baquba, a town some 40 miles north of Baghdad. A constable senses something odd and demands she be searched. The girl promptly announces she is wearing a suicide belt, strapped like a lethal corset round her waist.
In police footage that has gone around the world on YouTube, Rania Ibrahim is handcuffed to metal railings while male officers get her to remove her outer garments, then carefully defuse the device. Never mind the fact that the area is not cordoned off, and other policemen wander close to the girl to gawp. It took not only exceptional bravery but a degree of professionalism that many in Baghdad had not credited the Iraqi police with. The officer who disabled the device was given a 5m dinar (about £2,400) bonus....... Lt Col DA Sims, deputy commanding officer of the Baquba-based US 2nd Stryker Cavalry Regiment, whose staff also interrogated the girl, has an open mind about Ibrahim's intentions - whether someone strapped the bomb to her against her will and she deliberately behaved oddly at the checkpoint so as to be discovered, or whether she did intend to blow herself up but was pre-empted by police and then tried to lie herself out of trouble....Saja Qaduri, a member of the Diyala provincial council (Baquba is Diyala's capital) and the only woman on its security committee, sat in on some of the police interrogation of Ibrahim. She believes the girl was a committed would-be suicide bomber.
Qaduri says that the girl spoke in a slow, drowsy way during the first moments after the suicide belt had been defused and taken off her, and appeared to have been drugged. But this did not mean she was being made to do something against her will. It could have been done to dull her emotions and reduce the chance of her backing off when the moment came to trigger the belt. "I was at the police station when they first brought her in for questioning. As the pills wore off, she spoke in a very confident way. She strongly believed her death would have taken her to heaven. She was detected because some wires were visible. A policeman spotted it," Qaduri adds.
In spite of her faith that suicide and murder would take her to paradise, Ibrahim showed flashes of teenage confusion. "At the end of every sentence, she kept saying 'I want my mum'", Qaduri says.
If Ibrahim was a genuinely willing suicide bomber, wider and more complex issues of motivation need to be probed. It doesn't remove the victim-or-villain issue....In villages and small towns, women are considered little more than chattels who may not go out of the home unless accompanied by their husbands or a male relative. Three wars in a quarter of a century have left Iraq with more than a million young or middle-aged widows. They are not permitted to live alone, nor do most want to. The death of a husband is not just a cause of grief, bereavement and loneliness. It collapses a woman's sense of worth, within her extended family as well as in the wider community. Her protection is gone, plus her source of financial support. Unless the woman remarries - a rarity, given the shortage of men - a nephew or a male cousin will be required to move into the house to provide protection, unless one or more of her sons is already in his late teens.
The result can be corrosive levels of depression that haunt women who have seen fathers, brothers, and husbands killed - so, while Ibrahim is the first female suicide bomber to be thwarted in Diyala, many others have gone out into the street wearing a deadly hidden belt. Throughout Iraq some 43 women have carried out suicide bombings since 2003, mostly in the past two years. In 2007 eight women blew themselves up. This year the number is already 30, of whom 15 were in Diyala. "

2) A video was posted on YouTube, taken by a member of the Iraqi police (Yasser Al Waza) , shows Raniya being interrogated by at least 2 policemen at the same time inside a police car without protection or legal representation. Instead threats of violence and sexual suggestions. Their language is pornographic. 3) A video clip of the interrogation of 13 year old Raniya right after her public ordeal at the back of a police car without any protection or legal representation has surfaced on Youtube. Saja Qaduri was certainly not present and as you can see Raniya is not drowsy at all. She is shown being subjected to threats of violence and sexual suggestions.The transcript of this video can be read in Arabic and in English.

I am inclined to think that had the police found a real suicide bomber they would have shot him/her in the head straight away. Have a look and see how the police are disgusted and shocked when they find out she is a Shia not a Sunni. By the way the claim published by the Guardian about her father is without foundation, her father together with her elder brother Ashraf were kidnapped from their car repair shop in 2006 and were not seen again.

3- Please read Petraeus's Counterinsurgency Manual. October 29, 2007, which explains how "insurgency" should be denied public sympathy, then you will understand what is really happening in Iraq.

"Rania’s story is compelling, yet it is denied vehemently by her husband and his supposed cousin, a frail woman named by police as Um Fatima, who were arrested in connection with the alleged attempted attack. Asked whether she had wanted to kill herself, Rania told The Times: “No.” She added: “I did not think that I was going to be blown up.”
The teenager, who enjoys watching cartoons on television, particularly Tom and Jerry, left school aged 12. At about the same time, her father and an older brother were kidnapped, tortured and killed by Shia militants, leaving the family without any source of income.
Her mother, Bassad Selman Mohana, was encouraged to let her daughters marry. Mrs Mohana, 46, is accused of grooming Rania to become a bomber in return for money. She said that this was a lie.
The husband of Rania stood blindfolded and barefooted in a separate interrogation room. Speaking in a quiet voice, Mr Sameet, who worked on a farm, claimed that he had not seen Rania since February. “I swear to God I did not know where she had gone. Her mother took her,” he said.
He and Rania, who married in November, were living with his family in a village. Mr Sameet said that she did not get on with his sisters, which prompted her to leave. Rania said that they stayed together.
Mr Sameet said that the next time he heard about his wife was after her arrest, adding: “I love Rania despite what happened with her accusing me.”
In a third room a shrivelled woman named by police as Um Fatima denied being the wanted person, insisting that her name was Ibtisam Hamid and that she did not know Rania. Rania identified the woman as Um Fatima, whose identity card was found in the house where Rania said that she was given the explosives. General Khalaf is convinced that Um Fatima, Mr Sameet and the mother of Rania are lying. He said, however, that it was up to the judge to decide.'

A Reuter's version of the story, already contradicting what she said in the video that she was going home to take off the vest, or that she was dazed from drugs for days when she was "captured" or "surrendered" the same day and did not appear dazed in the video. This is the closest as to why she "surrendered": "I never intended to blow myself up. When stopped at the checkpoint, I wanted to turn myself in, but I was afraid," she says. "Nobody told me how to use this vest. I don't know if they meant to blow me up by remote control. I just don't know."

New DAMN weapons

While the American military industries glorify ever new kinds of expensive weapons, it is do make with what you have (coupled with ingenuity) for the Iraqi Resistance's ever improving arsenal of inexpensive but deadly weaponary (see previous posting Another $1,000,000 blown up .. Oh! You meant EFP and not IED? Back to the drawing board, May 8, 2008)" A deadly new weapon that is beginning to show up on the streets of Iraq, the improvised rocket-assisted mortar, or IRAM, may be technologically crude and inaccurate in its aim, but its potential for death and destruction is so great that soldiers on combat operations around Baghdad conduct daily patrols to disrupt any attempt to plant the devices. ...IRAM thus has joined IED (improvised explosive device), VBIED (vehicle-borne improvised explosive device) and EFP (explosively formed penetrator) as the latest acronym in the arsenal for Shi'ite extremists battling U.S. forces in the Baghdad area.
In essence, the IRAM is a flying IED. It consists of a canister - a propane gas tank or cylinder - packed with explosives attached to a rocket tube (body) and powered by a 107mm rocket motor. An IRAM can be loaded with more than 100 pounds of high explosives. In contrast, a conventional 107mm rocket carries about 3 pounds of explosives.
The device is then placed on rocket rails and fired at its target by a timing device, military officers said.
The rails typically are placed on the back of a low-sided flatbed cargo truck, an ever-present vehicle in Baghdad. The truck is parked and angled toward the target, and the devices are launched, usually four or more in succession, using delayed timers. Aiming is directional, sort of a line-of-sight lob over the cab or a side of the truck. I derived the term "Islamist scholar" from this definition: Relation between Islam and Islamism:
"One of the most central controversies in Islamism is whether Islam is inherently political. Scholars and observers who think not include Fred Halliday and John Esposito). Now, as far as being “reborn”, the meaning of it is: “Emotionally or spiritually revived or regenerated”
It is quite different from being born again: “Catholics and Protestants agree that to be saved, you have to be born again”
The important point is that there is no “saving” for the reborn; i.e. to hell with them, if you pardon the expression.

- Provides technical assistance and training to local elected officials concerning the roles and functions of local government officials and agencies
- Assists in establishing a legal framework for a democratic, representative, and participatory form of decentralized government in Iraq.
Since May 2005, LGP has been training and mentoring Provincial Councils elected in January of that year in the roles, responsibility, and authority of the Provincial Council, and also providing similar training to Iraq’s network of Local Councils...LGP is implemented by RTI International and its technical partners include Bearing Point Inc. What follows is a translation of the above dribble in Arabic.And below that is a report (in Arabic) from local citizens in the Arab-Turkman Diyala province (see Maps Galore posting above) pointing out that a Kurdish administrative official from Kurdish Sulaimaniya (Amer Latif) has sent a 'verbal' order delivered by his employee (Abdul Khaliq) to the local authorities in the Diyala province cities (Khanaqin, Kalar and Qara Tappa) ordering them to register 600, 280 and 1200 Kurdish families, respectivelty, (about 5000 people) as being authentic local residents of these cities even though they are Kurdish residents in Kurdish Sulaimaniya.This move is a blatant and manifest failure of the "democratic, representative, and participatory" LPG program.This move is being put in place in aniticipation of the stale implementation of article 140 of the "Iraqi constitution" concerning the holding a referendum on what is 'Kurdistan". The validity of this article has in fact expired long time ago, as it was supposed to have been carried out within a period of one year from the approval of the 'constitution' , which was three years ago! But then, LPG is still "doing" its holistic mandate and is indeed collecting its money from the American taxpayer, right? Damn the actual process and the facts on the ground!.

التزويد بالمساعدة التقنية والتدريب للموظفين المنتخبين محليا في المجالات المتعلقة بادوار ووظائف موظفي ووكالات الحكومة المحلية. ـ
المساعدة في تاسيس اطار قانوني لحكومة لا مركزية في العراق ذات شكل ديمقراطي ونايبي وتشاركي.ـ
منذ شهر مايس للعام 2005 قام مشروع الحكومة المحلية في تدريب والاشراف على المجالس المحلية المنتخبة في كانون الثاني لتلك السنة فيما يتعلق بادوار ومسؤوليات وسلطة المجلس البلدي . كما قام بتزويد تتدريب مماثل لشبكة من المجالس المحلية في العراق."ـ
تضمن العمل السابق لمشروع الحكومة المحلية في العراق (حزيران 2003- نيسان 2004) دعم اكثر من 700 مجلس حكومة محلي. وفي تلك الفترة قام اكثر من 3000 منتسبا عراقيا و220 مختصا في التنمية الدولية بالعمل في محافظات العراق الثمانية عشر على تشكيلة واسعة من الاولويات المحلية، حيث اشتمل ذلك على مواضيع متنوعة مثل زيادة الحصول على الخدمات الاساسية والرعاية الصحية وتاسيس وتدريب المجالس المحلية . لقد ركز العمل مع مؤسسات المجتمع المدني في العراق على تمكين النساء والشباب ورجال الاعمال والفلاحين على التنظيم والعمل من اجل عراق ديمقراطي صبور.
يدعم برنامج الحكومة المحلية فريق اعادة اعمار المحافظات في تسعة محافظات من البلاد وذلك بتزويدهم بالمرشدين التقنيين في المجالات المتعلقة بالحكومة و اصلاح السياسة والتنمية الاقتصادية . من خلال مركزه الرئيسي في بغداد فان برنامج الحكومة المحلية يشرف على مجرى العمل في المكاتب الاقليمية الواقعة في اربيل والحلة والبصرة وبغداد والتي تقدم خدماتها لجميع محافظات العراق الثمانية عشر.ـ
ينفذ برنامج الحكومة المحلية من قبل معهد البحث المثلثي الدولي آر تي آي وشركاءه التقنيين وهي كل من الاتحادات الدولية للمبدعين والجمعية الدولية لمدراء البلدية ومؤسسة الفي ان جي الدولية.ــ

تسجيل اكثر من (600)عائلة من سكان محافظة السليمانية (وتحديدا من مناطق كلار ودربنديخان والصمود والمناطق المحاذية لمحافظة ديالى) على مركز تسجيل الناخبين في خانقين يوم الخميس الموافق 14/8/2008 وهذه المعلومات رسمية ومن موظفي مكتب الانتخابات في ديالى.ـ
تسجيل (280) عائلة من سكان نفس المناطق المشار اليها اعلاه في مركز تسجيل الناخبين في خانقين يوم الاثنين الموافق 18/8/ـ2008.
محاولة تسجيل (1200) عائلة اي بحدود(5000) ناخب على مركز تسجيل قرة تبة وبالفعل تم تسجيل مئات العوائل لحد الان وذلك بامر شفوي من مدير المفوضية (عامر لطيف) الى مركز تسجيل الناخبين في قرة تبة حيث ارسل احد الموظفين المدعو (عبد الخالق) وهو من موظفي مكتب جلولاء الى مكتب قرة تبة وابلغهم بامر مدير المفوضية (عامر لطيف) بتسجيل كل الوافدين من اقليم كردستان على اعتبار انهم من المشمولين بالمادة (140) .ـ
استنادا لما تقدم نود ان نوضح الاتي:
ان قانون المفوضية لا يجيز لمديرها التدخل بهذا الشكل وبدون مراعاة الضوابط وبانحياز الى جهة سياسية معروفة والذي سيؤدي بالنتيجة الى تغيير ديموغرافية المنطقة مما يؤثر على نتائج الانتخابات المقبلة وقلب الحقائق مما سيؤدي الى مشاكل كبيرة لا تحمد عقباها في المستقبل.ـ
ان المادة (140) لم تفعل لحد الان في الدستور وهي مادة خلافية وقد انتهت المدة المقررة دستوريا لتنفيذها.ـ
قانون مفوضية الانتخابات لا يجيز تسجيل أي ناخب لا يمتلك البطاقة التموينية في تلك المنطقة والذي حصل هو مخالفة واضحة لقانون المفوضية حيث تم تسجيل مئات العوائل (وهي لا تمتلك البطاقة التموينية في خانقين وقرة تبة) استنادا الى كتب صادرة من مكتب المادة 140 المجمدة دستوريا وخلافا لتعليمات المفوضية نفسها.ـ
تم تسجيل عدد كبير من الناخبين في (خانقين وقرة تبة) استنادا الى البطاقة التموينية الصادرة قبل اسبوع او اسبوعين وقانون المفوضية لا يجيز تسجيل أي ناخب ما لم يمضي على نقل بطاقته التموينية اكثر من ثلاثة اشهر وايظا هذا مخالف للقانون.ـ
اصدار اوامر شفوية من مدير المفوضية الى مكتب خانقين وقرتبة بتسجيل كل الناخبين القادمين من اقليم كردستان يدلل على ان هناك تجاوز للقانون والصلاحيات ولو كان هذا الامر قانونيا لتم مخاطبة مكتب (خانقين وقرة تبة) بكتب رسمية وبتعليمات واضحة , مما يثير المخاوف من تجاوزات اخرى.ـ

On August 10, 2008 (in Arabic with pictures - not to be seen on CNN or FOX), an entire Iraqi village in Baladrouz, Diyala was destroyed, its mud cottages and date trees burned to the ground, by members of the American 3rd Infantry Division and its puppet Iraqi army as punishment for harbouring Resistance fighters. .

ـ"جملة الأعياد الشيعية يشغل من اهتمامات الأجهزة الأمنية العراقية ما يعادل ثـُلث أيام السنة، وهو أمر ملفت، وكان بعض الليبراليين الشيعة يتوقع أن تقوم الحوزة الدينية في النجف بالتعليق على الحوادث الدامية التي تتخلف دائماً بعد أي زيارة مليونية للأضرحة المقدسة. وان تقوم المرجعية الشيعية بالدعوة إلى تأجيل الزيارات، أو القيام بها بشكل رمزي داخل المناطق السكنية، وعدم التوجه إلى الأضرحة، خصوصاً وان هذه الزيارات هي من "المستحبات" وليست واجبات دينية لازمة كالصوم أو الصلاة أو الحج. ولكن الحوزة لم تصدر تعليقات واضحة بهذا الصدد، ويبدو أن لا أحد من القيادات الدينية والحزبية يريد أن يحد من هذه الزيارات التي تقوم في الغالب بتعطيل عمل الدوائر الحكومية والجامعات والمدارس والمصارف، وحتى النشاطات الاقتصادية الحرة، وأعمال الأجور اليومية، وأعمال البيع والشراء في الأسواق. وعلى العكس فأن اغلب الأحزاب الشيعية العاملة في الساحة تسعى دائماً لاستثمار هذه المناسبات الشعبية لصالح كسب تأييد أكبر لأجنداتها السياسية. وغدا من المألوف أن تصطبغ هذه الشعائر الدينية البحتة بعناوين سياسية محددة. خصوصاً مع السرادق (الخيام) وخدمات تقديم الماء والطعام المقامة على الطريق إلى الأضرحة المقدسة، حيث ترى فوق الخيام لافتات تعبر عن الجهة السياسية الراعية لهذا العمل. وهذه الأحزاب تسعى لإدامة وتوسيع هذه المناسبات الحاشدة طمعاً في الوصول إلى اكبر عدد ممكن من المؤيدين المحتملين. كما أن جملة من السياسيين العراقيين استثمر حضور جموع الزائرين إلى كربلاء أو النجف لإلقاء كلمة في الحضور، وكأنهم حشد حزبي جاء لسماعه وليس لأداء مراسم الزيارة."ـ

Forging a document to justify invading a country is a war crime, in a "democratic society"

"The Iraq Intelligence Chief, Tahir Jalil Habbush — a man still carrying with $1 million reward for capture, the Jack of Diamonds in Bush’s famous deck of wanted men [emphasis added]— has been America’s secret source on Iraq. Starting in January of 2003, with Blair and Bush watching, his secret reports began to flow to officials on both sides of the Atlantic, saying that there were no WMD and that Hussein was acting so odd because of fear that the Iranians would find out he was a toothless tiger. The U.S. deep-sixed the intelligence report in February, “resettled” Habbush to a safe house in Jordan during the invasion and then paid him $5 million [emphasis added] in what could only be considered hush money.
In the fall of 2003, after the world learned there were no WMD — as Habbush had foretold — the White House ordered the CIA to carry out a deception. The mission: create a handwritten letter, dated July, 2001, from Habbush to Saddam saying that Atta trained in Iraq before the attacks and the Saddam was buying yellow cake for Niger with help from a “small team from the al Qaeda organization.”
The mission was carried out, the letter was created, popped up in Baghdad, and roiled the global newcycles in December, 2003 (conning even venerable journalists with Tom Brokaw). The mission is a statutory violation of the charter of CIA, and amendments added in 1991, prohibiting CIA from conduction disinformation campaigns on U.S. soil."

"Tenet has called the story of the Habbush prewar intelligence a "complete fabrication," claiming Habbush had "failed to persuade" the British that he had "anything new to offer by way of intelligence." His statement actually reinforces Suskind's account, however, by indicating that he had simply chosen not to believe Habbush. "There were many Iraqi officials who said both publicly and privately that Iraq had no WMD," said the statement, "but our foreign intelligence colleagues and we assessed that these individuals were parroting the Ba'ath Party line and trying to delay any coalition attack."

On Sept. 17, 2002, the CIA officer who had debriefed Sabri in New York, briefed CIA Deputy Director John McLaughlin, according to Blumenthal's account. McLaughlin responded that Sabri's information was at odds with "our best source." That was a reference to "Curveball," the Iraqi who claimed knowledge of an Iraqi mobile bio-weapons lab program but was later found to be a professional liar.
The next day, Tenet briefed Bush on Sabri's intelligence, but Bush rejected it out of hand as "what Saddam wanted him to think."
French intelligence agents later tapped Sabri's telephone conversations and determined that he was telling the truth. But it was too late. One of Tenet's deputies told the CIA officers, "This isn't about intelligence. It's about regime change.""
How Tenet Betrayed the CIA on WMD in Iraq August 9, 2008
Back in July 2005, we had posted the following:

Special Commission on Iraq [UNSCOM]; former special adviser to the director of central intelligence on Iraq's weapons of mass destruction; former head, Iraq Survey Group:

The second one was a fellow who was a close adviser on the nuclear side, who went on to Canada--actually escaped from Saddam, went off to Canada and while--and he was very quiet for a long time because he was scared, but then as he saw war coming he actually went public and said, you know, "I was very close to the nuclear side and nothing was going on there. This was over for years." Now, that we paid a lot of attention not only to the Curve Balls, but we also to--the Saddam's bomb-maker and people like that, who got a tremendous amount of attention. Both of these reports, which were available at great length, I am wondering what the--how they were perceived inside the community and if they got any attention at all. I'm told that the fellow in Canada didn't--I'm sorry, his name escapes me--was never even interviewed by the CIA.
Duelfer: ... And the second fellow, whose name is Imad Khadduri, (emphasis added) he was involved in the nuclear program but more as a--he collected documentation. And yes, he went to Canada. I mean, there were a lot of Iraqis who left Iraq who had more or less something to say. The fact that he said that the nuclear program had ended--you know, I don't how you would agree to that, but it does point to one of, I think, the systemic problems in the intelligence committee, which they are now thinking about: How do you account for negative information? The system--you know, if you have a 100 people in the day who say, you know, "I was driving in Baghdad and I didn't see anything," it doesn't make it to the president's desk. It's just a--it's unnatural. I mean that, you know, nothing is happening, so you are going to report that to the president? (emphasis added) But you if you do get a guy, you know, who says something is going on, then that attracts attention. I don't know, is it--part of it is human nature and part of it's a systemic problem."Weapons of Mass Destruction and Iraq (The extract above is near the end of the session)".
But, but .. "It's just a -- it's unnatural", posted on this site on July 4, 2005.
Another update:."[Late in June 2003] The final line of questioning focused on weapons of mass destruction. Dave was on his feet, pacing before Mohammed, before turning to him and asking straight out, “Where are the weapons of mass destruction?” Mohammed, who had intimate knowledge of certain aspects of the Iraqi WMD effort, replied straight back: “There are no WMD in Iraq.”
Dave continued pacing back and forth in front of Mohammed. “My president,” he said, “is in trouble. Can you help him?”
Mohammed was taken aback by the question. “Excuse me?” he asked. “Could you repeat yourself?”
Dave sat down next to the Iraqi. “George Bush is in trouble. Our people did not find any WMD in Iraq. Can you help us?”
Mohammed looked back at Dave. “How?”
“Can we prepare something for that? We could bring in some nuclear material from the former Soviet Union, and pretend they are Iraqi.”
