"The Shiite-led government of Prime Minister Nuri Kamal al-Maliki is squeezing out Kurdish units of the Iraqi Army from Mosul, sending the national police and army from Baghdad and trying to forge alliances with Sunni Arab hard-liners in the province, who have deep-seated feuds with the Kurdistan Regional Government led by Massoud Barzani.
....“It’s the perfect storm against the old festering background,” warned Brig. Gen. Raymond A. Thomas III, who oversees Nineveh and Kirkuk Provinces and the Kurdish region. Worry is so high that the American military has already settled on a policy that may set a precedent, as the United States slowly withdraws to allow Iraqis to settle their own problems. If the Kurds and Iraqi government forces fight, the American military will “step aside,” General Thomas said, rather than “have United States servicemen get killed trying to play peacemaker.”

"Iraqi Parliament member Osama Al Najifi said to the Iraq News Agency (in Arabic) on Saturday that Prime Minister Nuri Al Maliki has confirmed that Kurdish political parties are carrying out the violence against Mosul's Assyrian community (AINA 10-16-2008).
"The prime minister showed me a document which he said proves the involvement of Kurdish militias in threats and killings against the Christian Assyrians in Mosul," stated Al Najifi, and said the prime minister told him "Your accusations against the Kurds have proven true." He notified the Iraqi News Agency that the committee charged with investigating the attacks on Assyrians in Mosul has clear proof of Kurdish involvement.
Al Najifi joined Assyrian MP Yonadam Kanna in calling for second Army Unit in Mosul -- composed mostly of Kurds -- to be replaced (AINA 10-24-2008). On October 19 Yonadam Kanna, a native of northern Iraq, said 90% of the attacks occurred in the areas which are under the control of the second army unit in Mosul."

منطق الإحتلال اللامنطقي

والسؤال الهام الذي دار النقاش حوله هل من مصلحة العراق التوقيع على الاتفاقية ام لا. قبل كل شيء كان جو الندوة يوحي بان المالكي تاب الى الشعب العراقي وتحول من عميل جلب الاحتلال الاميركي وايده وسانده وطالب مجلس الامن ببقائه الى شخص وطني قال ان العراق لا يقبل القسمة على اثنين او ثلاثة او اربعة. ولذلك علينا ان نسانده ونمشي وراءه في هذا الوضع الخطير. ان المالكي كان اللولب في مصادقة ما يسمى البرلمان العراقي على قانون بريمر للاقاليم الموثق في الدستور السيء الصيت. والان غير اسم الاتفاقية من اتفاقية طويلة الامد الى اتفاقية مؤقتة. اليس من المنطق ان المالكي يقصد ان العراق لا يقبل القسمة عل اثنين بل يقبل القسمة على سبعة او ١٨ او اكثر؟ يجري الحديث الان عن اقليم كركوكستان والمطالبة باقليم تركمانيان وربما موصلستان وفيليبايجان وشبكستان. ولا شك ان هذه الاقاليم تبقى عراقا لا يقبل القسمة اذ يصبح العراق الولايات العراقية المتحدة تيمنا بالمحتل الذي حرر العراق من دكتاتورية صدام الذي خلقه ويقوم في حالة توقيع الاتفاقية بحماية العراق من الاحتلال الايراني؟ في هذه الحالة سيصبح العراق اكثر موحدا وغير قابل للقسمة على اثنين او ثلاثة او اربعة. وكل الذين ايدوا الاقاليم والفدرالية يقولون ان ذلك لا يقسم العراق بل يقويه ويوحده. ـ
وتقمص احدهم شخصية انسان من سوق الشيوخ يتساءل ما الذي يحدث اذا خرج المحتل الاميركي ونفذ احمدي نجاد قوله بانه سيسد الفراغ اذا خرج المحتل اي احتلال العراق؟ ولا ادري لماذا اختار ان يتقمص شخصية من سوق الشيوخ. هل يعني هذا ان الانسان من سوق الشيوخ جاهل بامور العراق ولا يعرف معنى الاحتلال ولا يشعر بمصائبه؟ ام ان المواطن من سوق الشيوخ اكثر وعيا من اخيه في بغداد او اربيل او الموصل او العمارة؟ اليس من الضروري اذن ان يوافق العراق على توقيع الاتفاقية الامنية لكي يتحاشى الاحتلال الايراني؟ ولكن الكل بما في ذلك الانسان من سوق الشيوخ يعترفون ان ايران قد احتلت العراق فعلا احتلالا عسكريا واقتصاديا وسياسيا وبرلمانيا وحكوميا. ومن المعروف ان الاحتلالين يتفاوضان علنا وتحت اشراف حكومة المالكي في بغداد على اقتسام الغنيمة. واحتلال العراق لم يكن ممكنا لولا مساعدة ايران واحتلال ايران لم يكن ممكنا لولا الاحتلال الاميركي. فلماذا يخاف الشعب العراقي من احتلال العراق بعد خروج المحتل الاميركي اذا كان احتلال ايران واقعا يعرفه كل عراقي؟ ـ
وبيـّن احد ضيوف البرنامج وهو اخصائي في القانون انه هو والمنطق يدعو العراق الى عدم التوقيع على الاتفاقية. ولكن البشرية حسب اعتقاده تعيش اليوم في عالم اللامنطق، وعلينا ان نتلمس الواقع وننسجم مع عالم اللامنطق هذا ونوافق على لا منطق توقيع الاتفاقية. اليس هذا هو اللامنطق السليم؟ فكوننا نعيش عالم اللامنطق علينا عن نتخلى عن المنطق ونوافق على اللامنطق."ـ

Parliament? What parliament? ... Oil? Whose oil?

"The biggest ever sale of oil assets will take place today, when the Iraqi government puts 40bn barrels of recoverable reserves up for offer in London.
BP, Shell and ExxonMobil are all expected to attend a meeting at the Park Lane Hotel in Mayfair with the Iraqi oil minister, Hussein al-Shahristani.
Access is being given to eight fields, representing about 40% of the Middle Eastern nation's reserves, at a time when the country remains under occupation by US and British forces.
This deal has also triggered controversy.

Two smaller agreements have already been signed with Shell and the China National Petroleum Corporation, but today's sale will ignite arguments over whether the overthrow of Saddam Hussein was a "war for oil" that is now to be consummated by western multinationals seizing control of strategic Iraqi reserves.

Issam al-Chalabi, Iraq's oil minister between 1987 and 1990, questioned why there had been no competitive tendering for the gas-gathering contract and claimed it had gone to Shell as the spoils of war.
"Why choose Shell when you could have chosen ExxonMobil, Chevron, BG or Gazprom?" he asked. "Shell appears to be paying $4bn to get hold of assets that in 20 years could be worth $40bn. Iraq is giving away half its gas wealth and yet this work could have been done by Iraq itself."

"In a surprise development at a meeting in London on Monday, the Iraqi oil minister, Hussain al Shahristani, invited 35 pre-qualified foreign oil companies to bid for a share of revenues from six big Iraqi oil fields and two gas fields after certain initial targets are met. The competitive bidding round will be Iraq’s first for licences to produce oil and gas in the oil-rich country, and is being closely watched internationally.The structure of the new deals unveiled by Mr Shahristani runs against what most western oil companies and analysts were expecting and many had feared: more “technical services contracts” based on flat fees for pumping oil. Instead, by offering extra long-term incentives to foreign investors in Iraq’s re-emergent oil sector, the Iraqi oil minister may have swept aside one of the biggest impediments to getting the country’s energy development programme back on track: persuading technically savvy western oil companies to assist."

ردا على ما جاء بتصريح السيد وزير النفط العراقي الحالي ابين ما يلي
من المبادئ الدستورية المتفق عليها بين خبراء القانون الدستوري في العالم، انه من بين المهمات الاساسية لمجالس النواب هي
اولا ) اختيار او الموافقة على تشكيل الوزارة التي تقود السلطة التنفيذية في البلد و مراقبة تأديتها و سحب الثقة منها عند الضرورة
ثانيا ) الموافقة على اية ضرائب، رسوم او التزامات مالية على المواطنين
ثالثا ) الموافقة على اية اتفاقيات او عقود مع جهات اخرى، تخص استغلال او استثمار الثروات الطبيعية للبلد، باعتبارها استثمارا لثروة المواطنين و الاجيال المقبلة من ابناء ذلك البلد
لذلك فان تصريح السيد وزير النفط العراقي يتعارض مع الاسس التي تقوم عليها الانظمة البرلمانية ، و يخالف كل قواعد الديمقراطية
ان الشعب، و عن طريق ممثليه في البرلمان، اذا لم يكن له حق الاعتراض و منع اي استغلال لثرواته الطبيعية بالطريقة التي تضمن مصالحه و مصالح اجياله المقبلة من جهة و اذا لم يكن من حقه مراجعة عمل السلطة التنفيذية و منعها من القيام باي عمل يتعارض مع مصلحته من جهة اخرى، عند ذاك لا نرى ما يستدعي وجود النواب اللذين ينتخبهم الشعب للدفاع عن حقوقه

ردا على ما جاء بتصريح السيد وزير النفط العراقي الحالي ابين ما يلي

ـ"نشرت وزارة التربية العراقية مناقصة لتزويد الوزارة بـ 9000 حاسوب من نوع (أيسر)، وجاء نص المناقصة باللغة الإنجليزية على الصفحة الرئيسية من موقع الوزارة على شبكة الإنترنت ـ وعند إلقاء أول نظرة على النص الإنجليزي نلاحظ أنه مكتوب بلغة ضعيفة جداً لا تتجاوز ثقافة كاتبها باللغة الإنجليزية المرحلة الدراسية المتوسطة... ولا يسعنا هنا إلا نترحم على روح الممثلين في مسرحية (تحت موس الحلاق) الذين كانوا اميين يحاولون تعلّم القراءة والكتابة.. ـ

A classic case of naked corruption; namely, the desktop "must" be (Acer) while the tender does not even mention the required specifications (e.g. hard disk, memory, monitor, etc...).
You only need to know who the supplier is, and a handshake.

But even if the sides reach a deal in the next few days or weeks, it is not clear that a formal status-of-forces agreement could be approved by the end of the year. Maliki has pledged to submit an accord to Iraq's divided parliament before he signs it -- a promise he reaffirmed last week during a visit to Grand Ayatollah Ali Sistani, Iraq's most influential Shiite cleric. Sistani has said he will not endorse any document without the support of Iraq's population and political factions.
If the parliament refuses, Maliki would have "no choice" but to request a U.N. extension "because the American forces will lose their legal cover on Dec. 31," he told the Times of London in a weekend interview. "If that happens, according to international law, Iraqi law and American law, the U.S. forces will be confined to their bases and have to withdraw from Iraq," Maliki said.
U.S. officials do not dispute that the absence of an agreement would probably require an immediate end to combat operations and, at a minimum, confinement to bases on Jan. 1."

If you think you lost money September 21, 2008 "A chart on Sunday showing the change in the value of shares that chief executives held in their financial companies from January 2007 through Friday erroneously included one former executive. Henry M. Paulson Jr., who was chief executive of Goldman Sachs and is now the Treasury secretary, sold his holdings in Goldman upon joining the Bush administration in 2006 — a point The Times correctly reported on Saturday.
