"The chairman of the Joint Chiefs of Staff [Admiral Mullen] has written a searing critique of government efforts at “strategic communication” with the Muslim world, saying that no amount of public relations will establish credibility if American behavior overseas is perceived as arrogant, uncaring or insulting.

ما هي معايير "وطنية" المالكي ؟ـ
حزب الدعوة الإسلامية، الذي أعاد انتخاب المالكي رئيساً له الأسبوع الماضي، بالطبيعة والجوهر، قبل أي تعريف، هو حزب طائفي، فكره طائفي ومرجعيته الفقهية طائفية، وولاءاته الخارجية مع إيران قائمة على أساس طائفي. وهو انخرط في العملية السياسية التي صممها بول بريمر رئيس الادارة "المدنية" (المدعومة بـ250 ألف جندي أمريكي ومرتزقة!)، بوصفه جزءا من مشروع طائفي. وهذا المشروع قسم العراق، وتقاسمت الحصص على أساس طائفي.ـ
ولا تحتاج طائفية حزب الدعوة الى دليل، كما لا تحتاج طائفية الائتلاف الحاكم الى دليل أيضا. فأحزاب السلطة، تبدو في كل مظهر من مظاهر عملها وشعاراتها وهتافاتها وسياساتها وميولها ومرجعياتها وصداقاتها وعداواتها، طائفية حتى نخاع العظم. حتى أن اعتبارها أحزابا "سياسية" أمر فيه الكثير من التأويل والمجاز، لانها ليست "سياسية" إلا بمقدار ما هي طائفية.ـ
مع ذلك، بدا المالكي، وفقا لتصريحاته الأخيرة، رجلاً يرغب بالتخلي عن طائفيته لحساب "مشروع وطني" لم تتضح معالمه ولا شروطه بعد. إذ قال الأحد خلال لقائه برؤساء تحرير الصحف المصرية في بغداد أن "الائتلافات التي تشكلت سابقا شئنا أم أبينا أخذت بعدا طائفيا أو بعدا قوميا بالنسبة للكرد". وقال "لكن من خلال العمل والتجربة والممارسة السياسية في بناء الدولة اتضح الكثير مما ينبغي عمله، على مستوى الدستور وتعديلاته أو على مستوى إدارة العملية السياسية، وفق أسس وطنية. لذلك أنا قراري وعملي الآن هو أن لا عودة للائتلافات الطائفية إنما نحو الائتلافات الوطنية، وجهدي وجهد الإخوان معي ينصب على إيجاد ائتلاف وطني".ـ
وزاد على ذلك بالقول "يجب تشكيل ائتلاف وطني غير طائفي وغير عرقي. نحترم السنة ونحترم الشيعة ونحترم العرب ونحترم الأكراد ونحترم الأحزاب، ولكن إن لم يتعاملوا إلا على أسس وطنية ونحن نقود هذا الائتلاف، وان شاء الله لا نتراجع عنه أبدا".ـ
هل هذا تحول جذري؟ ـ
وهل التحولات الجذرية تحصل في لقاء مع رؤساء تحرير صحف؟ ـ
ألا يجب أن تتوفر عليها أدلة وبيانات ووثائق ونقاشات وحوارات تتخذ على ضوئها قرارات؟ ـ
وعلى أي حال، فللوطنية معايير. ومن دون معايير، فماذا تصبح؟ـ
بعد ست سنوات من أعمال القتل والدمار التي خيضت على أساس طائفي، والتي أسفرت، وما تزال تسفر عن أعمال قتل وحشية على الهوية، ومليشيات تتاجر بالموت على أساس طائفي، بما في ذلك تجارة الأعضاء البشرية، ربما يجد العراقيون إن من حقهم أن يعرفوا على أية أسس ومعايير تكون الوطنية؟فالمشروع الطائفي لا يصحو من نومه ليكتشف انه "وطني" بعد سنوات من عمله كـ"طائفي". وهو لا يغسل يديه من سلسلة مجازر إرتكبها في الصباح والظهر والعصر على أساس طائفي، ثم يعود العشيّة ليقول انه "وطني". وهو لا يتحالف مع غزاة أجانب، ويعقد معهم اتفاقيات، ويلبي مصالحهم الإستراتيجية، ثم في غفلة من الزمن يكتشف مساوئ الطائفية، ليقول انه، من الآن فصاعدا، "وطني".ـ
فهل هذا تحول جذري أم "تقية"؟ـ
منتصف آب 2009
فجأة سافر السفير الامريكي الى أربيل لمقابلة البرزاني وتيعته كونداليزا رايس في اليوم التالي بزيارة مفاجئة الى بغداد وفي عصر نفس ذلك اليوم هبطت هي أيضاً في أربيل.ـ
مباشرة أثر هذه اللقاأت، أبلغ البرزاني مسؤولي بقية التكتلات عن تخليه عن مطلب إزالة المالكي عن طريق البرلمان و أدى ذلك الى وأد المحاولة.ـ
وكما تذكرون، بدأ المالكي في أيلول 2008 بالعزف على نغمة "الوطنية" في تصريحاته، وإرسال موفديه لإقناع الضباط العراقيين الذين ستروا على حالهم في البلاد المجاورة، و حتى حلل فتح البارات في وقتها لإثبات "علمانيته".ـ

A democracy sham, a sovereignty stink and a government heist
Democracy Sham:
"By the end of last month, July 2009, there was supposed to be a referendum on the Status of Forces Agreement, which set the relationship between the U.S. and Iraq. That’s not going to happen now [emphasis added, see previous posting on June 25, 2009 in doubting that it would happen]. Instead, the latest word out of Baghdad is that if the vote is held at all, it will coincide with the January 2010 parliamentary election.

Iraq is not a country ruled by law. Despite the Political Reform Document calling for a July 2009 referendum on the SOFA, it’s not likely to happen. Rather domestic Iraqi politics seem to be pushing it back to coincide with the January 2010 parliamentary election. It’s unknown how the Iraqi public will vote if the referendum is held, but the opposing Iraqi parties will definitely use it, and that will ultimately determine whether the U.S. timeline for withdrawal will be maintained or have to be dramatically revised."

"A senior American military adviser in Baghdad has concluded in an unusually blunt memo that Iraqi forces suffer from entrenched deficiencies but are now able to protect the Iraqi government, and that it is time “for the U.S. to declare victory and go home.”... “As the old saying goes, ‘Guests, like fish, begin to smell after three days,’ ” Colonel Reese wrote. Since the signing of the 2009 Security Agreement, we are guests in Iraq, and after six years in Iraq, we now smell bad to the Iraqi nose.”

There is a famous Iraqi proverb by an Iraqi poet (Mulla Abood Al-Karkhi, circa 1930's) when asked why is he smelling the head of the fish that he is buying?
His famous retort, now popular, was:"The stink of a stale fish begins at its head, not its tail".

"At dawn on Tuesday July 28, 2009, there was a bank robbery in the Karada district of Baghdad with eight guards killed. About 8 billion Iraqi Dinars (mainly salaries of the bank's employess and retirement pensions) were stolen after being stuffed in large sugar bags. The gang of robbers and their loot were quickly located to be in the "Justice" newspaper building which belongs to vice president Adel Abdul Mahdi [see our previous postings on him].
The gang of robbers appeared to be security members of several senior SCIRI officials, including that of Adel Abdul Mahdi and Ammar Al-Hakim.
Adel, and other top level SCIRI officials, tried desperatly in the early morning hours of Friday July 31, 2009, to hush up the fiasco. They even appealed to prime minister Al-Maliki to support them. Al-Maliki tried to dissuade the Interior Minister in forestalling the arrest of the gang members. Concerted effort was also exerted to pressure the media to suppress any disclosure of the event and stop the TV filming of the attempts of the Interior Ministry security operation to apprehend the culprits and restore the stolen loot from the "Justice" newspaper building.
News of the apprehension operation is still pouring in."
